Description

Position: Environmental Specialist - International

Qualification: Registered with relevant professional Authorities with a degree in occupational health and safety or civil engineering or similar. Qualification in Environmental Engineering, Environment Management or Civil Engineering are an added advantage.

Experience: Preferably 10 years’ professional experience working in similar assignments/positions. Knowledge of AFD or other IFI, and FGN’s requirements and procedures is desirable. Experience in at least three (3) developing Countries.

Project Background: Kaduna city is a fast-growing and developing economic centre with major connection to Abuja, the Federal Capital Territory (FCT) of Nigeria. Its population is estimated at 1.3 million and is expected to double by 2030 to reach 3 million inhabitants. The demographic growth has been accompanied by a substantial expansion of the city’s boundaries, with the extension of low income unplanned settlement at the city’s peripheries. These factors have increased pressure on already inadequate transport facilities. With limited infrastructure and low level of public services, the city’s urban transport system (UTS)21 fails to provide mobility for all people.

Kaduna’s urban transport system in 2021 was characterized by low mobility, long commuter trip times, and the following modal share: 60% of non-motorized trips (foot, bicycles) and 40% of motorized trips; public transport vehicles (mini-buses) account for 60% of vehicle traffic in the downtown area, and 50% in the outer areas. The private transport vehicles are comprised of 36% of motorcycle, 25% of tricycle, 9% of taxis and 40% of private owned-cars. Informal operators are
overwhelming in this landscape. Paratransit vehicles accounts for 17% of motorcycles, 33% of minibuses, 32% of tricycle and 18% of taxis. Approximately 3,500 mini-buses, shared between a multitude of private operators, run through the city.

The project will contribute to developing a sustainable Urban Transport System in Kaduna through the delivery of a Bus Rapid Transit (BRT) corridor, focusing on accessibility and people’s mobility. It will aim at organizing urban growth and public space along the selected corridor through integration of land-use and transport planning (transit-oriented development), making the city more pleasant to live in, providing a holistic solution for integrated urban mobility, and bearing a demonstration value as no modern mass transit system exists in Kaduna yet.

The Project is consistent with the Transport Policy adopted by Kaduna State in 2017 that led to the establishment of the Kaduna State Transport Regulatory Authority (KADSTRA). It fits into the Kaduna State’s Urban Renewal Project launched in 2019 that seeks to make the City of Kaduna a choice place to work, live and play. This ambitious program includes 7 components: roads, mass transit system, housing, street lights, parks, markets and waste management. The BRT project must form the backbone of the mass transit system component contributing to make the city of Kaduna more liveable and safer.
