Human Resources Manager

Deloitte is seeking candidates for the position of Human Resources (HR) Manager in support of USAID/UKaid SOERA. This is a full-time position, to be based in Kyiv, Ukraine.

Project Background and Summary:

The purpose of Ukraine SOERA is to strengthen public sector business operations and transparency, improve governance and oversight, advance privatization of selected SOEs, and develop a strategic management model for enterprises remaining in state ownership. Smart SOE reform and targeted privatization in Ukraine will increase private sector participation, stimulate broad-based economic growth, and reduce corruption. During the war and Ukraine’s recovery, SOERA is prioritizing support to maintain critical public services to citizens, support relocation and resilience of public infrastructure and facilities, enhance strategic communications to the public and external stakeholders, and help plan and execute effective, efficient, and accountable reconstruction.

Objective:

The HR Manager will be responsible for providing administrative and advisory support for the implementation of human resources activities for SOERA field staff. They will work closely with project management and leadership to develop, manage, and operationalize HR policies, procedures, and tools. In addition, they will help to create and maintain a productive and healthy work environment and will advise project management and staff on HR-related issues and navigate the team through any conflicts or issues that may arise. The HR Manager reports directly to the Director of Finance, Administration and Compliance (DFAC) and will work with support from the SOERA Home-Office operations team.

Responsibilities:

  • Oversee personnel and daily operations of the human resources department;
  • Manage the hiring and onboarding procedures for SOERA employees, including systems to screen, interview and conduct reference and other checks on potential candidates for SOERA positions;
  • Ensure the compliance with Ukrainian labor law requirements and Deloitte personnel policies;
  • Coordinate with project leadership and prepare employment offers to qualified candidates; 

·         Use traditional and non-traditional resources to identify and attract candidates with rare skill sets;

  • Conduct annual performance and salary reviews;
  • Coordinate across SOERA to provide support to employees regarding personal and professional incidents;
  • Investigate employee issues and conflicts and bring them to resolution in coordination with project leadership as needed; and
  • Oversee and manage documentation and tracking processes ensuring that all legal and organizational requirements are met.

Minimum Requirements:

  • BA in Human Resources, Economics, Business, Social Sciences, English, or related field; 
  • 5-7 years minimum of professional experience in a similar role; 
  • Demonstrated experience in managing human resource programs, including knowledge of industry best practices;
  • Knowledge of USAID operations and procedures highly preferred;
  • Excellent written and verbal communication skills; 
  • Professional proficiency in written and spoken English;  
  • Excellent time-management and organizational skills; 
  • Strong team player who thrives in a fast-paced environment.
