Overview

The purpose of the Kyrgyzstan Green Economy opportunity is to address the climate-related issues in the economy of Kyrgyzstan, more broadly known as the “green economy.” Objectives will include a policy framework for sustainable and green solutions in the economy and the promotion of practices that contribute to a green economy within the private and public sectors.

The Chief of Party (COP) will be based in Bishkek, Kyrgyzstan, and will have primary oversight and responsibility for the administrative, financial, and technical performance of the Activity. S/he will oversee the implementation team, including long-term staff, short-term experts, and Activity-related partnerships. S/he will serve as the official representative of the Activity to USAID, system-wide stakeholders, and the donor community at large in Kyrgyzstan.

Responsibilities

Serve as the primary point of contact with USAID/Kyrgyzstan on day-to-day technical implementation and operational management matters, including reporting, compliance, and timely submission of all deliverables.

Develop overall vision, strategy, and direction, assuming responsibility for design, planning, delivery, and progress against work plan and reporting against performance-monitoring plan.

Ensure timely and quality completion of all Activity technical, administrative, and financial deliverables and reports in accordance with USAID guidelines.

Establish and maintain working relationships with Kyrgyz governmental, NGO, and private sector entities.

  • Ensure coordination with USAID in-country and regional programs and other donor initiatives, and that Activity results are proactively disseminated.
  • * Serve as principal liaison with U.S. Government representatives and Kyrgyz counterparts.
  • * Manage the program team in a manner that is open and respectful, encourages professional development, and solicits constructive staff input.
  • Qualifications
  • Masters’ degree from an accredited college or university in relevant fields such as development, economics, environmental studies, business administration or a similar field; or a bachelor’s degree in similar fields with 12 years of relevant work experience in lieu of a master’s degree. Minimum of ten (10) years of experience managing complex development projects.
  • * Relevant experience working in economic development, policy reform, climate change mitigation and adaptation, access to finance, investment, business development, and competitiveness activities across multiple sectors.
  • * Experience creating and fostering effective and productive relationships with system-wide stakeholders.
  • * Knowledge and experience of regional and/or the current Kyrgyz socio-economic and political context preferred.
  • * Demonstrated track record of collaborating and communicating successfully at a professional and senior level with the USG, with officials at all relevant levels of host country governments, the private sector members, and broader donor community.
  • * Fluent spoken, written, and reading abilities in English. Russian language ability is an asset.
