Position Overview:

The Monitoring & Evaluation Maternal &Child Health(MCH) Data Assistant will support the introduction, scale-up and further development of high impact Maternal &Child Health (MCH) interventions, including the program approaches to effectively deliver those interventions, to achieve measurable reductions in under-five and maternal mortality and morbidity. In the context of its objective, the Maternal Child Health Integrated Program will merge the functions of the following programs: Antenatal Care (ANC), Family Planning, Normal Delivery, Neonatal and Postnatal upon completion, to improve programmatic and administrative efficiency and effectiveness and to respond to evolving global Maternal &Child Health(MCH) needs for PIH Cross-site.

Essential Duties and Responsibilities:

The role of M&E Data Assistant will be mainly in data management. This includes but not limited to collection, cleaning, analysis and management of the database especially Maternal Child Health (MCH) in ALL PIH supported facilities with support from Maryland County Health Team District Data Officer and Health Monitoring & Evaluation Informatics Supervisor.

The Potential Maternal &Child Health Data Assistant will provide leadership in implementing monitoring strategies and assessing data quality, collection methods, and data use for strengthening and integrating program activities related.

Purpose and rationale

The Maternal & Child Health(MCH) Data Assistant is responsible to coordinate the data collection and reporting efforts for Maternal &Child Health backlog or implementing Retrospective Entry for 2023 – March 2024 with a focus on entering, Validating data using sources and work orders using Commcare App on a Tablet.

The M&E Maternal &Child Health(MCH) Data Assistant will provide support to Program M&E activities within four Health District in Maryland county namely: JJ Dossen, Pleebo Health Center, Edith Wallace with support to Boniken clinic. He will lead a team of Interns in these supported Facilities to implement this Maternal &Child Health(MCH) due to his/her experience and expertise.

Expectations and deliverables

Under the supervision of the M&E Officer, the Maternal &Child Health(MCH) Data Assistant or Data Clerk is expected to enter Accurate Data from Ledgers/patient treatment cards or notebook using COMMCARE App, update the databases, ensure data quality, track project performance and provide weekly data feedback to his supervisor and Leads. He is expected to take part in Mentoring interns he supervises.

Specific Responsibilities:

• Effectively and efficiently deliver in PIHL M&E data collection and reporting system ensuring the that Quality of Data, Turnaround Time, Data Loss Rate are monitored.
• The Data assistant is accountable for data security compliance, data confidentiality, data release process, and meeting standards for volume, speed and accuracy of data.
• Assist the data analyst as a learning process with the design and development of forms and questionnaires for data collection and analysis;
• Assist with data management and cleaning, and quality control with County Health Team upon his supervisor request
• Support the team through various administrative duties;
• Work with Clinicians at PIH supported facilities along with Maryland County Health Team to support the implementation of key health interventions in Maryland County
• Support any other M&E activities in PIH supported areas.
• Work with PIH supported counties and sites in quarterly Maternal &Child Health(MCH) data collection and timely submission/entry to data systems;
• Support as a learning process the Data analysis for Maternal & Child Health(MCH) related Quality improvement and research projects.
• Attend data review meetings with MOH upon delegation from supervisors;

Evaluation and Expectations

The data assistant will be evaluated by the data HMEI manager of his/her HMEI work section on a yearly basis based on the performance goals established with the supervisors at the beginning (First quarter of employment/or fiscal year).

Regardless of the HMEI section or subunit of assignment (M&E, Health informatics,EMR…) the data assistant is expected to master the fundamentals(basic knowledge’s) in EMR ,Comcare, Power BI,and any other Health informatics related system.

Qualifications:

The key competencies required for the position of Monitoring and Evaluation Maternal &Child Health(MCH) Data Assistant:

• Bachelor degree in Health information and technology, Bachelor degree in Statistics, Bachelor degree in epidemiology.
• At least 3 years of relevant work experience in research, monitoring and evaluation or data collection preferred;
• Ability to collect and analyze data using software such as COMMCARE, EXCEL with skills in SharePoint, Power BI, and Tableau as an advantage.
• Skill in data quality assurance desired;
• Strongly abiding by all Health Laws and Policy of PIH, Liberia and WHO
• Ability to utilize and troubleshoot M&E tools, surveys, surveillance systems, and evaluations;
• Familiarity with DHIS2 and HMIS
