Description

Context  
The World Organisation for Animal Health (WOAH, founded as OIE) is the intergovernmental organisation responsible for improving animal health, veterinary public health and animal welfare worldwide, as well as for ensuring transparency of the global animal disease situation. More information can be found on WOAH’s website  . As an Organisation, WOAH collects, analyses, validates, and disseminates a large volume of information through different sources, platforms and processes to achieve its mandate.  The importance of data and improving data-set value is paramount to policy-making at national and international levels. Policymakers must rapidly create, and coordinate actions based on complex information to positively impact the global animal health system and global health security. This is why WOAH strives to provide its Members and partners with robust information to strengthen animal health institutions and partnerships. To expand on the delivery of its 7th Strategic Plan  , particularly on data governance and responding to Members needs, the Organisation created the Data Integration Department (DID) aiming at applying the principles of data integration to three major areas of the organisation’s activity, in order to support decision-making. These areas are the implementation of standards, the economic impact of animal disease and health issues, and epidemic intelligence. The WOAH Epidemic Intelligence Strategy and Analysis (EISA) team is the team within DID which is responsible for applying data integration principles to epidemic intelligence. The team works on a range of activities aimed at adding value to and improving the presentation, analysis and interpretation of animal health data collected by WOAH. To this end, the EISA team produces and publishes situation reports on diseases considered to be of high relevance to the Organisation and the general public and provides epidemiological analysis for global and regional WOAH and scientific meetings. The EISA team is also developing the WOAH Epidemic Intelligence Framework to better integrate and use official and non-official animal health information for early warning, risk assessment and decision making.
Positioning and reporting  
Under the authority of the WOAH’s Deputy Director General (International Standards and Science) and the direct supervision of the Head of the Data Integration Department (DID).
Job purpose  
The Veterinary Epidemiologist will contribute to the implementation of the WOAH epidemic intelligence framework.
The Veterinary Epidemiologist will contribute to the publication of transparent and coherent analyses related to the animal health situation of Members, based on information collected through WOAH information systems and activities.
The Veterinary Epidemiologist will support the data collection, storage, management, validation and integration approaches, considering analytical needs to serve WOAH activities. The analytical scope can be expanded beyond epidemic intelligence, as needed.

 

Missions and activities  

Contribute to the implementation of the WOAH epidemic intelligence framework, in close collaboration with other colleagues from the EISA team
• Provide support to further develop the WOAH epidemic intelligence framework and to coordinate its implementation between relevant actors;
• Implement the framework either by leading or supporting colleagues in relevant activities as distributed in the work plan;
• Conduct analysis and prepare reports based on epidemic intelligence data;
• Contribute to the design and implementation of a monitoring and evaluation approach to assess and follow the implementation of the epidemic intelligence framework.


Conduct epidemiological analysis and provide transversal support on epidemiology  
• Contribute to develop scientific reports based on the data and analysis targeting national health authorities to diffuse animal health information and support decision making;
• Act as WOAH technical coordination contact person for specific projects, and specifically the following two managed externally via sub-grant
-> A risk-based surveillance programme for zoonotic coronaviruses including SARS-CoV-2 at the human-domestic-wildlife interface;
-> A training programme / capacity building on One Health surveillance, risk analysis and response to SARS-CoV-2 and other health risk at the human-animal-wildlife interface;
• Propose analyses to support WOAH activities;
• Support and mentor WOAH staff in developing epidemiological analyses, when relevant;
• Contribute to writing scientific papers, for publication in peer-reviewed journals, in collaboration with partner institutions;
• Collaborate with WOAH’s partner institutions for data provision and scientific collaboration.


Contribute to the data integration efforts of the department
• The veterinary epidemiologist may be asked to contribute to other tasks of the Data Integration Department, as relevant.

Qualifications and Experience

Required qualifications
• Doctor of Veterinary Medicine;
• Master’s degree in epidemiology, statistics or public health;
• 5 years of professional experience, including 2 years in managing and analysing datasets related to epidemic intelligence activities;
• Experience in management of databases or information systems.
Additional experience
• Additional degree in aquatic and/or terrestrial animal health, epidemiology or public health;
• Work experience with the National official health services;
• Work experience with disease surveillance or control programmes
• Experience in project coordination, monitoring and evaluation would be an asset.

Requirements:
Technical skills
• Excellent epidemiological analysis skills;
• Excellent data management skills;
• Excellent command of English, both oral and written;
• Very good command of the Microsoft Office Package (Word, Excel, Power Point and Outlook)
• Good computer skills, especially in geographical information systems (e.g. QGis), database management systems, business intelligence platform (e.g. as Power BI), programming language and environment for statistical computing and graphics (e.g. R).
Additional competencies
• Good knowledge of a second WOAH official language (French or Spanish).

Working conditions  
– Type of contract: Fixed-term contract.
– Duration: 2 years renewable.
– Location: WOAH Headquarters 12 rue de Prony 75017 Paris, France.
– Salary: 3250€ net per month commensurate with qualifications and experience), exempt of French income tax + annual performance bonus + plus allowances based on eligibility.
The post is a full-time position based at the WOAH Headquarters in Paris and requires long hours in a seated position at a computer.
It can entail missions abroad.
