Project title: MacroFiscal Facility

Project duration: 36 months

Deadline for submission of the 1st round of applications: 5th March 2024

Project description:

Provide support, trainings, and technical expertise to the Directorate General International Partnerships (DG INTPA), including staff in EU Delegations, Headquarters, and in partner countries regarding macro-fiscal issues. This would include knowledge sharing, policy analysis, and the development of tailored policy recommendations.

The Outputs to be delivered are:

  • Deliver policy-relevant analytical products to partner countries and the EU, in support of evidence-based policy making in international development.
  • Share knowledge and expertise with partner countries, the EU, EU MS, and the international development community.
  • Provide demand-driven technical expertise to partner countries for the design and implementation of macro-fiscal policy reforms complementary to existing capacity building at country level.
  • Provide demand-driven technical expertise to inform the decision-making on macro-fiscal topics relevant to EU cooperation actions/activities, and support the design and implementation of relevant projects and programmes
  • For all these above, develop a specific approach to green PFM/DRM with interested EUMS and partner countries
  • Particular support in Fragile and conflict-affected states and low-income countries with weak capacities

INDICATIVE KEY EXPERT PROFILES

Key Expert 1: Team Leader & Senior Macrofiscal Policy Expert

Qualifications and skills – minimum requirements:

  • Master's degree in the field of economics, public finance, law, or other relevant discipline, or in the absence of a Master´s degree, a Bachelor's degree in one of the relevant fields mentioned with 15 years of general professional experience;
  • Fluency in English (at least C1 level) and French (at least at B2 level) is required;

 Qualifications and skills – preferred requirements

  • Very good knowledge of Spanish (at least B2 level) or Portuguese (B2 level) will be an advantage

 General professional experience – minimum requirement:

  • At least 12 years of experience in the design and implementation of macro-fiscal policy reforms.
  • At least 4 years of experience in managing similar macro-fiscal support facility programmes or development assistance programmes /projects/initiatives related to macro-fiscal policy reforms in developing countries.

Specific professional experience – minimum requirements:

  • At least 6 years of experience working in/with the European Commission or International Monetary Fund (IMF) or the World Bank or other relevant international development organisations / international financial institutions in support of macro-fiscal policy reforms in developing countries
  • At least 6 years of experience in research on macro-fiscal issues, conduct of policy studies, or any other policy-relevant analytical products in support of evidence-based policymaking in an international development context;
  • At least 5 years of experience in providing technical assistance and training support to relevant Government authorities in developing countries in the process of design and/or implementation of macro-fiscal policy reforms;
  • At least 4 years of experience in the design and implementation of macro-fiscal reform programmes/ projects/interventions funded and/or led by international development organisations;

Specific professional experience – preferred requirements:

  • Experience working with/in the European Commission on macro-fiscal policy reforms in developing countries and/or macro-fiscal topics relevant to EU cooperation activities/actions;
  • Experience in the programming, formulation, design or implementation of EU-funded macro-fiscal reform support programmes/projects;
  • Experience in developing green approaches to public finance management or disaster risk management in macro-fiscal reform projects/programmes
  • Experience in providing technical assistance and training on macro-fiscal reform to relevant authorities of low-income countries, especially to the Fragile and conflict-affected states
