OPM is a Project Delivery organisation and as such we are constantly seeking to further develop the ‘fit-for-purpose’ Project Management capability needed to deliver consistently  successful projects. To support us in this mission, we are seeking a highly effective and experienced Project Manager to join our Poverty and Social Protection (PSP) team. This role will be based in our Pakistan (Islamabad) office for an initial 12 month period.

The main objective of this role is to utilise project management and expertise to deliver projects to agreed schedules and objectives. This includes operational oversight of day to day management of the project, including compliance across project processes and procedures. The post-holder will be responsible for leading multi-disciplinary project teams and ensuring effective performance from external and internal stakeholders.

There will be the opportunity to manage all aspects of projects across the lifecycle, from key input during acquisition phase through to leading delivery and closedown. An integral part of this role will be ensuring that projects are delivered to contract and budget, whilst meeting OPM’s professional standards/frameworks, client requirements, relevant industry regulations and effective governance.

Day to day responsibilities will include (not exhaustive):

Leadership, Teamwork, Stakeholder and Communications Management

  • Share knowledge, good practice and embed project rigour whilst supporting the importance of project delivery to OPM’s strategy and vision. 
  • Manage all internal and external stakeholders
  • Create a collaborative working environment to deliver successful projects
  • Identify, address and resolve differences between individuals and/or interest groups 
  • Communicate clearly with others in order to inform, persuade, and build relationships 

Requirements Management, Solutions Development, Quality Management

  • Work with stakeholders to capture, assess and understand their wants and needs to arrive at an agreed schedule of requirements
  • Agree the project goals, objectives, and deliverables with key stakeholders
  • Develop, maintain and apply quality management processes for project activities and outputs, including compliance with OPM’s Project Management and Project Controls Framework
  • Support strategic thinking and translate this into implementation

Schedule Management, Budgeting and Cost Control, Resource Management, Change Control & Implementation

  • Deliver projects to agreed schedule and budget.
  • Develop plans, estimates and documents for all elements of the project, following organisational processes, controls and governance requirements
  • Pro-actively monitor project performance
  • Refine/update project controls documents and plans, utilising the change control process to ensure effective management
  • Procure, agree and manage contracts for the provision of goods and/or services, monitoring compliance and managing variances
  • Liaise with contributors and partners on the timely delivery of outputs and manage their review by subject matter experts

Governance, Reviews, Risk and Issue Management

  • Manage risks with thorough impact analysis and appropriate contingency to mitigate, escalating as required
  • Maintain governance arrangements for the delivery of projects, defining clear roles, responsibilities and accountabilities, that align with organisational practice
  • Deliver accurate and consistent project data and evaluation to meet the needs of the project, practice and various stakeholders

Successful candidates must meet the following criteria to be considered at shortlisting stage:

  • A proven track record of successfully delivering complex/medium risk projects, across the full lifecycle
  • Project Management qualifications at APM PMQ level (or equivalent) or qualified by experience with evidence of continued professional development (CPD)
  • Extensive knowledge of project management tools and methodologies,
  • Sound experience of planning, leading and delivering projects to scope, time and quality, including client/stakeholder satisfaction.
  • A track record of maintaining systems and processes, and evidence of driving innovation to improve ways of working
  • Highly developed project management skills and able to drive projects to completion
  • Excellent leadership, influencing and communications skills, with the ability to motivate project teams and work across organisational boundaries.
  • Strong stakeholder management ability, demonstrating personal and professional credibility and integrity
  • Experience of managing multiple work streams simultaneously and ability to work with minimum supervision.
  • High level of competence in using software packages including Microsoft Office products (Word, Excel, PowerPoint).
  • Experience and competence in using Project Management Software (e.g. MS Project, KeyedIn etc)
  • Ability to motivate self and others, plan, set priorities to meet deadlines, achieve targets and goals
  • Well organised and efficient with excellent attention to detail
  • Excellent communication skills, both written and verbal
  • Self-confidence and ability to influence others.
  • Comfortable challenging project leads and effectively influencing decision making
  • Enthusiasm, persistence, presence and self-motivation
