Description

Background and Objectives
The primary aim of the Urban Connect project is to promote inclusive and resilient economic growth of USAID Cities Development Initiative (CDI) cities by (1) enhancing local economic development and (2) improving public service delivery. To advance local economic development, this activity will (1a) improve the local regulatory environment for private investment and enterprise growth, and (1b) strengthen inter-LGU coordination and connectivity. To improve public service delivery, this activity will (2a) strengthen public financial management, (2b) advance e-government solutions and (2c) improve delivery of health and education services. As a cross cutting focus, this activity will engage the private sector, promote climate resiliency and disaster preparedness, and ensure gender and social inclusion. 

The Business Process Streamlining Specialist is a short-term consultancy position (STTA) who will provide technical advisory to Urban Connect partner cities in further streamlining their business permits and licensing systems and construction permitting regulations to make them fully-compliant with the Ease of Doing Business (EODB) law and foster a more conducive business environment for investments in their localities. 

Specific tasks and deliverables are outlined in the following section

  • Conduct online consultative meetings with the Anti-Red Tape Authority (ARTA) to review status and determine specific gaps in partner cities’ compliance with the requirements of the EODB law (i.e. BOSS, e-BOSS)
  • Conduct rapid review of business permitting processes in six partner cities and recommend process and systems improvement for EODB compliance
  • Introduce LGU best practices in business permitting systems and procedures in CDI cities (Batangas, Cagayan de Oro and Iloilo) and outside CDI (Quezon City, Valenzuela, etc.) through design and conduct appropriate online learning sessions and exchanges with other CDI cities
  • Organize online consultative sessions and conduct rapid review of construction permitting system in all CDI cities and recommend process and systems improvements.
  • Introduce LGU best practices in construction permitting from CDI and non-CDI cities (i.e. Quezon City, Valenzuela, Batangas, CDO) through design and conduct online learning sessions and exchanges among CDI cities
  • Provide recommendations to improve intra-LGU and inter-agency coordination schemes (i.e. Joint Inspection Teams, Inter-Office/Agency TWGs) for streamlining processes in business and construction permitting
  • Prepare end of engagement and/or other periodic reports as may be required by Urban Connect Project Management

Qualifications:

  • Bachelor’s degree in business, law, public administration, development studies, or relevant field (Post-graduate Degree an advantage)
  • 8 years of work experience in public administration, development work, local governance and/or business process or regulation review and/or streamlining
  • 5 years of experience or involvement in government regulations streamlining or Ease of Doing Business (EODB)-related activities or projects
  • Extensive experience in LGU and other local stakeholder engagement
  • Excellent report writing and oral communication skills
  • Good working knowledge of MS Office tools including video-conferencing applications
