Position Description

EnCompass LLC is seeking a Training Unit Manager to support the 5-year United States Agency for International Development (USAID) Bureau for Humanitarian Assistance Support Contract (BHASC).

The Bureau for Humanitarian Assistance (BHA) is the lead federal coordinator for international disaster assistance. BHA provides and coordinates U.S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social, and economic impact of rapid and slow-onset disasters by supporting at-risk populations to build stable foundations to withstand humanitarian shocks and stresses. EnCompass is a subcontractor to Credence Management Solutions on BHASC and is leading the training and learning support activities for BHA. The BHA Training and Learning Team works under the technical direction of BHA’s Office of Humanitarian Business & Management Operations.

As a senior member of the BHASC Training and Learning Team, the Training Unit Manager will support the Training & Learning Director / Task Lead on project planning and implementation, team and performance management, and ensuring oversight and quality control of the design and delivery of all training and learning interventions. The Training Unit Manager will manage a large team of 30+ training and learning specialists, organizational development specialists, instructional designers, knowledge management specialists, and support staff.

The Training Unit Manager co-leads and collaborates on the design, delivery, and evaluation of learning courses, activities, and events for the Training Unit with additional support as needed to other Teams, Divisions, Offices, and operating units within the Bureau for Humanitarian Assistance staff in Washington, DC and globally. The Training Unit Manager must be passionate about supporting USAID’s BHA and Missions with leadership and on-demand technical expertise to design and support programs contributing to the achievement of U.S. Government humanitarian objectives.

This is a full-time position located at the USAID/BHA office in downtown Washington, DC, and follows USAID’s hybrid work model with split time between telework and the office. Eligible candidates must be legally authorized to work in the US for any employer without sponsorship.

Position Duties and Responsibilities
Essential functions:

Administration:

  • Support the Task Lead in overseeing the technical quality of activity design, implementation, and final deliverables
  • Provide strategic direction and leadership for the recruitment, onboarding, development, retention, and evaluation of staff
  • Work closely with the Training & Learning Director and project team to achieve sustainable learning outcomes applying state-of-the-art strategic planning, adaptive management, systems strengthening, adult learning principles, creative problem solving, and effective communications and knowledge management approaches
  • Provide technical, operational, and managerial oversight to all aspects of the project to ensure all activities and deliverables are executed with quality and timeliness
  • Establish and maintain highly collaborative working relationships with USAID/BHA and USAID Missions, along with other relevant Agency and in-country stakeholders
  • Ensure that all activities are undertaken in full compliance with EnCompass’ standard operating procedures, USAID policies and regulations, and national policies and laws
  • Ensure optimal use of human, financial, and physical resources to successfully meet project milestones, objectives, deliverables, and targets

Technical:

  • Mentor and supervise staff and consultants
  • Serve as recognized internal thought leader in the areas of the principles of adult learning, learning styles, participatory methods, training and facilitation, and/or instructional design; contributes thought leadership and innovation that change and advance corporate approaches and applications of technical area of expertise
  • Participate in the planning and implementation of BHA learning agenda utilizing innovative and collaborative methods to obtain a deeper understanding of BHA’s workforce to evolve existing and future workforce development offerings in a strategic and integrated way
  • Contribute to the development of a Bureau-wide learning strategy, informed by the learning needs assessment that enables the workforce to be agile, adaptive, and better equipped with informational and transformational learning resources to achieve critical outcomes at the individual, team, and organizational levels
  • Work with subject-matter experts to develop learning programs
  • Work with clients to conduct assessments including research, focus groups, document reviews and telephone interviews
  • Support the facilitation of group processes, strategy, learning sessions, and face-to-face workshops and conducts training sessions
  • Ensure that programs and activities focus on leading and managing in a humanitarian-specific context and/or emergency-specific technical topics, liaising with client subject matter experts where needed to maximize relevance of content and activities for sector participants??
  • Contribute expertise and innovative approaches; brings leading-edge thinking, methodologies and approaches to training, learning and leadership development programs
  • Manage learning projects from design to implementation, including scope, budget, timeline and quality assurance for assigned activities
  • Support team members to set up communication and monitoring systems for programs; program and activity metrics and reporting developed and maintained.
  • Work with diverse stakeholders to plan, organize and facilitate major events/conference for the Bureau of Humanitarian Assistance
  • Advise BHA workforce on individual learning plans and other organizational and professional development resources, including external Workforce Learning opportunities

Other:

  • Analyze and review Agency programs and policies on learning and staff development
  • Effectively communicate learning project deliverables to client, team members, and other stakeholders in a clear and concise manner
  • Other duties as assigned

Position Requirements

Academic Qualifications

  • Minimum of a High School diploma and 14 years of experience, an Associate’s degree and 12 years, a Bachelor’s degree and 10 years, a Master’s degree and 8 years, or a doctoral degree and 6 years
  • Degree, if held, in adult learning, organizational development, international affairs, international development, or a related field

Experience and Skills

  • Minimum of 5 years of demonstrated successful experience as a senior manager of complex programs leading teams and providing technical assistance in learning, leadership and organizational development, knowledge management, training and education, adult learning, and international development.
  • 5+ years of experience designing and delivering professional development programs/activities and delivering client services that exceed expectations
  • Experience designing, delivering, and evaluating interactive learning experiences using blended learning and innovative technologies
  • An appetite for learning, curiosity, and a willingness to experiment in new ways of working, including sensing, ideating, prototyping, implementing, evaluating, and communicating
  • Superior writing and synthesis skills; ability to convert technically complex concepts into plain language and able to communicate to a variety of audiences with a high degree of cultural sensitivity
  • Knowledge of adult learning, participatory methods, instructional design, and related topics
  • Exceptional presentation skills with a dynamic, engaging facilitation style
  • Able to confidently engage with staff at all levels to define needs and expectations, collaborate on projects with senior-level clients and team members, and communicate results
  • Strong planning, organization, strategic thinking, communications, relationship building, project management, and problem-solving skills
  • Ability to manage time and prioritize tasks, producing quality products and services within tight time constraints

Preferred Qualifications, Experience, and Skills?

  • Experience working with international organizations, including the UN System, US Government, NGOs, and/or the private sector
  • Experience in the fields of international development, humanitarian assistance, and working in cross-cultural environments; experience working with USAID strongly preferred
  • Experience working or living in more than one country
  • Ability to travel internationally
  • Fluency in language(s) other than English desirable
  • ICF coaching certification, with experience overseeing leadership and workforce development programs
  • Experience designing and implementing 508 compliant activities

The pay range for this role allows for the wide variety of factors that are considered in making compensation decisions including, but not limited to skill sets, experience and training, certifications, and other business and organizational needs. At EnCompass, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $160k-$167k
