Projects: Malawi Energy Programme – Wala Malawi Technical Assistance 

DAI is looking to recruit Procurement expert - Senior non-key expert (SNKE)

1.    BACKGROUND
The EU funded Malawi Energy Programme - Wala Malawi Technical Assistance Project supports the modernisation and industrialisation of the economy of Malawi and of the electricity sector by imple-menting the necessary reforms and promoting private sector investments. The specific objectives of the project include i) to enhance the governance of Malawi’s energy sector and ii) to improve access to energy in Malawi. 

2.    DESCRIPTION OF THE ASSIGNMENT
The position is for a procurement expert to provide procurement expert services in the electricity sec-tor of the Malawi Energy Programme / Wala Malawi. The activities that will be delivered are as follows:
Provide support for the gradual transition to a more competitive procurement scheme for Renewable Energy: 
1.    Facilitate Independent Power Producers’ (IPPs) investments through transparent public tender pro-cesses, thereby moving from a system of unsolicited to solicited bids. 
2.    Review the current IPP framework (for both solicited and unsolicited proposals). 
3.    Develop requirements for introduction of e-procurement. 
4.    Develop the documents required for the implementation of the auctions and prepare the tender documentation package including the template Power Purchase Agreement (PPA), the template agreements for connection to the grid, and the template land-lease/land-use agreement, seeking to ensure consistency with existing legal requirements. 
5.    Develop a competitive bidding process administered by a public entity, which includes, inter alia: 
i. Selecting the entity responsible for the procurement process. 
ii. Assisting the Government of Malawi in designing a mechanism whereby RE projects are selected based on auctions. 
iii. Designing an appropriate step-by-step procurement structure. 
iv. Assisting in the preparation of the tendering procedures (bid documents), including Implementa-tion Agreement, Transmission Agreement, Land Lease Agreement, Government Guarantee(s), Gen-eration License, etc.; and 
v. Defining the roles and responsibilities of different institutions (with particular attention to options for off-taker/PPA counterparty funding). 
6. Support the preparation of standard PPA templates (by technology).

The beneficiaries of this assignment include the Beneficiary Public Energy Sector Institutions, namely the Ministry of Energy (MOE), Malawi Energy Regulatory Authority (MERA), Electricity Supply Corporation of Malawi (ESCOM), and Electricity Generation Company of Malawi (EGENCO). 


All along the assignment, the selected expert will need:

  • To address procurement matters related to the project in accordance with the National Energy Strategy (2018) and the Malawi ELECTRICITY Amendment Act (2016). 

3.    EXPECTED DELIVERABLES
The main deliverables are as follows:

  • Revised IPP Framework.
  • Recommendations developed for the introduction of e-procurement in RE.
  • Developed auction procedures.  
  • Developed guidelines for a competitive bidding process administered by a public entity.
  • Present options for e-procurement systems for public institutions.
  • Report on the competitive bidding process for supporting new generation capacity and prepare, up to the final version, all the tender related documentation required for the deployment of a competitive procurement scheme, and
  • Standard PPA templates


4.    EXPERT PROFILE 
Qualifications and skills

  • A bachelor’s degree in finance and/or procurement, or similar.
  • Excellent verbal and written command of English is essential. 

General professional experience

  • At least 15 years of experience in providing procurement services to the public sector.

Specific professional experience

  • Minimum 5 years of relevant professional experience in providing procurement services in the energy sector.
  • Demonstrated experience in formulation of professional procurement guidelines on provi-sion of public services.
  • Relevant experience in working for public institutions including the energy sector would be an asset.
  • Relevant experience in solicited, unsolicited, and auctioneering of IPPs would be an asset

5.    SUPERVISION
The expert shall report to the Team Leader (Wala Malawi) for work coordination and supervision, approval of work plans, inputs, and outputs. 
The DAI Project Manager will provide contractual and administrative coordination and oversight. 
The expert will be provided with necessary background materials and stakeholder engagement support. 

Location: Lilongwe, Lilongwe, Malawi with possible travel to other regions pending prior approval of TL. Office is provided in Lilongwe.
