1.   Organizational Setting:  

This position is located within the Guard Force of the UN House Diamniadio, Senegal and this duty station has been designated by the International Civil Service Commission as "A" hardship and family duty station.  The UN House Diamniadio which is about 40 km outside of Dakar will accommodate about 34 United Nations organizations present in Senegal and their approximately 2,300 staff. This 56,000m2 building complex is set to become a multilateral landmark in West Africa, and in addition to the Senegal UN offices. It will host regional and subregional UN offices responsible for the Sahel, West, and Central Africa.


2.   Reporting Relationship:

The incumbent will work under the overall supervision of the Deputy Chief of Security (P3)  and the direct supervision of the Assistant Chief of Security (NOC). He will  supervise the Security Operations of the UN House.

Duties and Responsibilities
Within delegated authority, the Security Associate (Supervisor) will be responsible for the following duties, which include but not limited to:
Provide security management support on application of security policies and regulations to enable effective functioning of security mechanisms in Diamniadio
  • Assist the UN House Deputy Chief of Security in the management and coordination of the day-to-day activities of the Safety and Security Team and Unarmed Private Security Service (UPSS) force assigned to the UN House Diamniadio.
  • Responsible for the Security Operations Center of the UN house
  • Supports the assessment of prevailing local security conditions, assisting in the identification of security trends and advising UN staff and project personnel on potential security problems relating to the UN House.
  • Follows up on matters reported and carries out investigations into security-related incidents involving UN and project personnel within the confines of the UN House.

  • Assist the UN House Deputy Chief of Security in the management and coordination of the day-to-day activities of the Safety and Security Team and Unarmed Private Security Service (UPSS) force assigned to the UN House Diamniadio;
  • Responsible for the Security Operations Center of the UN house;
  • Supports the assessment of prevailing local security conditions, assisting in the identification of security trends and advising UN staff and project personnel on potential security problems relating to the UN House;
  • Follows up on matters reported and carries out investigations into security-related incidents involving UN and project personnel within the confines of the UN House.


 Support the team in implementation of the Security Plan, Contingency Plans, Business Continuity Management, and the UN Security Framework.

  • Prepares and maintains the security plan, fire and safety plan, and evacuation plan for the UN House Diamniadio, elaborating, developing, implementing, and updating of the plan;
  • Maintains fire evacuation plan and conduct of fire drills, evacuation drills and training as necessary;
  • Ensures that all SOPs, Post Orders, Daily Orders are maintained and kept up to date;
  • Assumes responsibility for guard force management, supervising the Quality Assurance and Quality Control (QAQC) operations governing the performance of the UPSS regularly reporting to the CSOO on the status and activities of the same;
  • Interacts on a frequent and periodic basis with the UPSS’s Contract Representative and Site Supervisor to ensure the provision, continuity, and quality of security services to the complex supervising QAQC monitoring, inspections, and exercises to ensure satisfactory service delivery to predetermined and mutually agreed standards regularly reporting to the Security Specialist on the status and activities of the same.

Assist to prepare and provide timely and accurate information and briefings for the UN Management and advice to staff on security procedures, processes and requirements; and maintain contact with security counterparts internally and externally to facilitate the flow of information on important security matters affecting the UN and its personnel.

  • Maintains continuing lines of communication with security focal points and all other UN agencies deployed in operations to ensure maximum security coordination;
  • Responsible for ensuring the prevention of risks linked to fire and/or health, and medical assistance within the UN House Diamniadio;
  • Coordinate and collaborate with other teams to ensure security, availability, reliability, and scalability of corporate servers to meet business demands;
  • Facilitation of knowledge building and knowledge sharing;
  • Carries out dialogue with Government and local authorities, Gendarmerie and Fire Brigade and other stakeholders in the event of natural and human-originated threats and disasters;
  • Ensures the availability of emergency communications system in the premises by making periodic checks to determine if system is functioning properly; arranges for necessary repairs or adjustments;
  • Coordinates the conduct of security training in such subjects as the security management system, fire safety, first aid and responsibilities of the operations response unit for all security personnel and contractors.

Required Skills and Experience

Education:
  • Secondary Education is required. 
  • or
    University degree (bachelor’s or master’s equivalent) in Political Science, Military Studies, Security Management, Management or a relevant field will be given due consideration, but is not a requirement.
  • Applicable security, police and/or military training is desirable.
Experience:
  • Minimum of 6 years (with high school diploma) or 3 years (with bachelor’s degree) of relevant progressively responsible experience in security, preferably in the military or police context or related field of work is required
  • Prior experience with the UN system or an international NGO is desirable
  • Previous experience coordinating day to day security tasks is an asset
  • Prior experience as a manager/supervisor of security personnel in a premises is desirable
