Yemen as one of the countries that are very rich in biodiversity, is benefiting from this global Global Biodiversity Framework (GBF) EAS project through provision of technical & financial support. The project in Yemen will focus on the following three outcomes:
Outcome 1: NBSAP are ready to be aligned & national biodiversity targets are aligned with post 2020 GBF & relevant SDG targets. This will be achieved through a rapid review of NBSAP, review & update of the NBSAP national targets & update of the NBSAP through an inclusive whole of government process to be in line with the GBF.
Outcome 2: Enhanced & improved monitoring, reporting systems & transparency frameworks. This will be achieved through assessing & identifying gaps in the monitoring systems & developing a plan for enhancing the monitoring systems that responds to the updated national targets & GBF.
Outcome 3: Actions for policy alignment & coherence on nature related sectors identified. This will be achieved through a rapid review of existing national policies related to biodiversity & their alignment with the GBF, development of an action plan for policy coherence & completion of other early actions related to policy alignment & coherence.

The Project Coordinator will lead the implementation of the GBF EAS Project in Yemen. Responsibilities of the Project Coordinator include the following:

Project coordination & implementation:
Undertake the core responsibility on the project implementation & provide overall technical guidance & leadership at the national level aiming to produce the National Biodiversity Strategy & Action Plan (NBSAP).
Organize the process of assessment of biodiversity monitoring system aiming to enhance & improve monitoring, reporting system & transparency framework.
Coordinate the process of policy & institutional review delivery to meet coherence with GBF.
Define, gather, organize & analyze key project data.
Support communication with key project partners, such as national & international, state & non state actors.
Gather & analyze data gained from experts, other relevant sources of information & use it to support the development of project progress reports on quarterly basis, provide inputs to donor reports, come up with presentations about the project.
Track the national progress to achieve project components.

Technical services:
Play a lead role, organize & moderate the regular work of the expert working group ensuring timely & high quality performance of all project activities.
Compare inputs from specific experts within the work of Working Group (WG) in the comprehensive NBSAP & a description of national biodiversity monitoring systems.
Prepare meeting minutes, protocols, other technical documentations ensuring smooth work of WG.
Contribute to the preparation & holding of public hearings, other professional discussions if needed.
Support desk reviews, knowledge management, compilation of information & data collection on topics pertinent to the project, such as, but not limited to biodiversity & ecosystems in national, local & international contexts, sustainable development, indigenous people & local communities, social entrepreneurship & engagement in global policy processes.

Capacity building:
Promote & use the knowledge of international platforms such NBSAP Forum (http://nbsapforum.net), UN biodiversity lab, documents produced by CBD conferences of parties, other relevant platform including sharing best practices & resources.
Participate in specific webinars, online courses, identifying relevant topics to be shared to working group members & used during discussions.
Administer the virtual technical tools, including a calendar of working group activity, google forms to collect inputs from experts, task tracker tool if needed.

Communication:
Prepare & suggest the content to be shared in NBSAP forum, our clients official page, social media.
Support the drafting of press releases, talking points, Power Point presentation, social media communications, blogs & video messages related to the capacity building materials, text & photos, photo essays for NBSAP forum website.
Organize initial workshop to formally establish NBSAP WG.
Arrange working meetings under professional facilitation.

The consultant is expected to deliver the following:

Development of the TORs for experts of WG's:
To meet the objectives of the project components 1, 2 & for experts of the WGs should be developed in close collaboration with the Ministry of Water & Environment (MOWE).
Such TORs should include all specific areas which will be further highlighted in the comprehensive NBSAP.
The results of completed task required is TORs developed (in English, as per our clients standards) for the WG's.

Coordination of forming experts WG's:
Stakeholder consultation process to identify members of the WG's working on NBSAP & monitoring system improvement, making sure that women & men are proportionally represented in the WGs, is finalized.
The list of the relevant experts with the information about the field of expertise, the relevant experience & the contact information is ready & experts are available & ready to collaborate within the WGs.
The results of completed task required is a summary report with a list of experts with the required qualifications & experience to participate in the WGs.

Launch of the WG's:
Organization of the initial workshop to formally establish the WGs is prepared and conducted.
The results of completed task required is a minutes of WGs’ initial workshop, participation list of the meeting prepared.

The rapid review of key thematic areas in the NBSAP based on the WGs’ members inputs & other relevant sources of information is conducted to determine coherence between national targets & actions with the new goals & action targets of the GBF:
Technical support in a collection, structuring, storing of the information came from experts.
Work with other relevant stakeholders besides the WGs’ experts to include their inputs in future comprehensive NBSAP.
Facilitation of the process of review & updating of key thematic areas in the NBSAP to determine coherence between national targets & actions with the new goals & action targets of the GBF.
The results of completed task required is a summary report with rapid review for key thematic areas to determine coherence between national targets & actions with the new goals & action targets of the GBF.
Gaps in monitoring systems are assessed & identified.
Technical support in collection, structuring, storing of the information came from experts.
Work with other relevant stakeholders besides the WGs’ experts to include their inputs.
Establishment of working linkages with UNEP to solicit technical guidance to the data collection process & the proposed monitoring system, including drafting / overseeing establishment & implementation of an MoU with UNEP to provide such guidance in accordance with our clients format.
The results of completed task required is a summary report with the list of gaps accompanying with additional information (e.g. MoU with UNEP, legal aspects, stakeholders to be included, suggested solution(s), etc.)

Draft NBSAP is developed to determine coherence between national targets & actions with the new goals & action targets of the GBF:
Facilitation of the discussion on the draft of NBSAP within the WGs, support developing written version of the draft.
The results of completed task required is a draft NBSAP for key thematic areas to determine coherence between national targets & actions with the new goals and action targets of the GBF.

Draft policy & institutional review to meet coherence with GBF completed:
Coordinate the process of policy & institutional review delivery to meet coherence with GBF.
Ensure an aligned, whole of government approach is developed that captures the values of biodiversity.
A prioritized set of actions is developed to fill institutional gaps & advance the country toward policy coherence taking a whole of government approach.
Key steps to advance work on implementing the results of their policy analyses are completed.
The results of completed task required is identification of actions for policy alignment & coherence on nature related sectors & action targets of the GBF.

NBSAP is finalized to determine coherence between national targets & actions with the new goals & action targets of the GBF:
Facilitation of the wider discussion of draft NBSAP among professional network (round tables, public hearings).
Performance of the revision, if needed & come up with the final version of NBSAP.
The results of completed task required is a final version of NBSAP for key thematic areas to determine coherence between national targets & actions with the new goals & action targets of the GBF in written format.

Final monitoring action plan is developed to respond to the updated national targets & GBF, along with an initial costing of monitoring systems & performance of the revision, if needed & come up with the final version of monitoring action plan:
Facilitation of the wider discussion of the draft document among professional network (round tables, public hearings).
Performance of the revision, if needed & come up with the final version of monitoring action plan.
The results of completed task required is a final version of monitoring action plan.

Project reporting:
The consultant will be working on home based basis under the direct guidance & supervision of the International Consultant & the Peace Operations Support Unit - Deputy Team Lead (POSU - DTL) & in consultation with Climate Specialist in Aden country sub office. To produce the nine deliverables, the consultant is expected to exercise leadership & coordination to ensure proper implementation of the projects’ outputs. The consultant is also expected to coordinate consultations with all relevant stakeholders, including government & research institutions, NGOs & communities.

Key competencies:
Master’s degree or higher in anthropology, sociology, management of development, environmental management / sciences, conservation biology / ecology geography, natural resource management or in another related field with a minimum of 5 years’ experience on (academic or work) with developing biodiversity plans, strategies, studies & assessments, including working with national & international institutions, civil society, governmental authorities (national, regional, state, local) is desired.
Experience (academic or work) in information management, such as through knowledge management platforms, literature reviews, social media & internal / external communications.
Excellent oral & written communication skills in English & proficiency in Arabic.

Team management:
The Project Coordinator will manage teams of experts & working groups members on not less than 10 persons.
S / he will be responsible of the overall implementation of the activities described in the TOR & the global project documents, in the field of biodiversity & natural resources.
The Project Coordinator will report to the Deputy Team Leader, Peace Operation Support Unit & will work closely with the Biodiversity International Consultant.
Our clients Yemen country office management is responsible for validating deliverables prior to the issuance of payments.

Payment will be as a lump sum on deliverable based basis & achievements approved by the line manager as follows:
30% for deliverables 1, 2 & 3: Development of the TORs for experts of WG, coordination of forming experts WG & launch of the WG.
20% for deliverables 4 & 5: Rapid review of NBSAP completed & gaps in monitoring systems are assessed & identified.
20% for deliverable 6: Draft NBSAP for key thematic areas to determine coherence between national targets & actions with the new goals & action targets of the GBF.
10% for deliverable 7: Draft policy & institutional review completed.
20% for deliverables 8 & 9: Submission of final documents of the revised NBSAP, monitoring system plan, action plan for policy coherence.
