Position: Team Leader LFA Kyrgyzstan

Location: remote (resident in EECA-region) and on-site part-time work.

Expected start date: 1 July 2024, for an initial period of 6 months, which can be extended annually based on the needs of TGF and satisfactory performance. 

 

SGS Netherlands is looking for a Team Leader to include in our proposal for becoming a Local Fund Agent (LFA), for the Global Fund in Kyrgyzstan. It regards the review of compliance and progress made by the United Nations Development Programme (UNDP) in implementing projects on TB and HIV, funded by the Global Fund.  Please find attached more background information. Our Dutch office has a specialised department for donor-funded projects, with 10 dedicated project managers to coordinate technical assistance, audits and quality assurance projects. The purpose of project management is to ensure compliance with the contract and to coordinate the team of experts with diverse specialisms, ensure that timelines are met, perform quality control of outputs and minimize the administrative burden for the LFA experts, so they can dedicate all their time to the actual services to be performed. 

 

Requirements for the Team Leader:

  • A Graduate Degree, or a degree followed by membership in an industry-recognized professional body in:
    • Public Health; Finance/Accounting; Public Administration; Business Administration; Social Science; or other relevant disciplines.
  • 10 years of management experience, preferably in the health, social or financial sector with
  • strong project management and team management skills, ability to prioritize tasks and meet multiple deadlines in complex environment.
  • an in-depth knowledge of issues relating to project management in developing countries;
  • strong interpersonal skills, diplomacy and tact to effectively communicate with senior-level officials, multiple stakeholders and professionals from diverse cultural and professional backgrounds.
  • strong professional oral communication, writing and analytical skills, including the development of reports, oral presentations, and technical/persuasive documents.
  • Must have good written and spoken English and Russian.
  • Can be combined with another position.

 

The Team Leader is expected to:

  • triangulate programmatic, financial and health product data and findings to ensure adequate quality assurance of LFA deliverables and who has sound knowledge of the grant implementation context.
  • demonstrate good management and leadership skills.
  • be responsible of managing the LFA team and ensure proper staffing to deliver timely quality deliverables.
  • be responsible for monitoring and managing the LFA workplan.
  • meet, on an occasional basis, with government officials and other in country stakeholders. Excellent communication and diplomatic skills are therefore required for this position.
