Position: Programmatic/ Monitoring and Evaluation Expert LFA Kyrgyzstan

Location: remote (resident in EECA-region) and on-site part-time work.

Expected start date: 1 July 2024, for an initial period of 6 months, which can be extended annually based on the needs of TGF and satisfactory performance.

 

SGS Netherlands is looking for a Programmatic/M&E expert to include in our proposal for becoming a Local Fund Agent (LFA), for the Global Fund in Kyrgyzstan. It regards the review of compliance and progress made by the United Nations Development Programme (UNDP) in implementing projects on TB and HIV, funded by the Global Fund.  Please find attached more background information. Our Dutch office has a specialised department for donor-funded projects, with 10 dedicated project managers to coordinate technical assistance, audits and quality assurance projects. The purpose of project management is to ensure compliance with the contract and to coordinate the team of experts with diverse specialisms, ensure that timelines are met, perform quality control of outputs and minimize the administrative burden for the LFA experts, so they can dedicate all their time to the actual services to be performed.

 

Requirements of the Programmatic / M&E expert:

  • A Graduate Degree (MSc. equivalent) in:
    • Public Health Medicine; Epidemiology; or other relevant disciplines
  • A minimum of 7 years of relevant experience in the health sector, notably in monitoring and evaluating health programs in developing countries and with the following expertise:
    • Ability to interpret performance results of health programs and analyse the implications of such results in the country context;
    • Strong understanding of public health monitoring and evaluation systems;
    • A thorough knowledge of epidemiology and programmatic interventions related to at least one of the three diseases (HIV, TB, or malaria);
    • Understanding of the dimensions of health service quality and familiarity with reviewing and interpreting national service delivery guidelines;
    • Strong interpersonal skills, diplomacy and tact to effectively communicate with senior level officials, multiple stakeholders and professionals from diverse cultural and professional backgrounds;
    • Strong professional oral communication and writing skills, including the development of reports, oral presentations, and technical/persuasive documents.
  • Must have international work experience.
  • Must have good written and spoken English and Russian.

 

The Programmatic / M&E expert is expected to:

  • Have work experience in the country or EECA region and have good knowledge of the local / regional health context.
  • Be based in the EECA region and have knowledge of the HIV and Tuberculosis and health system strengthening.
