Position: Procurement and Supply Management expert LFA Kyrgyzstan

Location: remote ((resident in EECA-region) and on-site part-time work.

Expected start date: 1 July 2024, for an initial period of 6 months, which can be extended annually based on the needs of TGF and satisfactory performance.

 

SGS Netherlands is looking for a PSM Expert to include in our proposal for becoming a Local Fund Agent (LFA), for the Global Fund in Kyrgyzstan. It regards the review of compliance and progress made by the United Nations Development Programme (UNDP) in implementing projects on TB and HIV, funded by the Global Fund.  Please find attached more background information. Our Dutch office has a specialised department for donor-funded projects, with 10 dedicated project managers to coordinate technical assistance, audits and quality assurance projects. The purpose of project management is to ensure compliance with the contract and to coordinate the team of experts with diverse specialisms, ensure that timelines are met, perform quality control of outputs and minimize the administrative burden for the LFA experts, so they can dedicate all their time to the actual services to be performed.

 

Requirements of the PSM Expert Health Products:

  • A Graduate Degree (MSc. equivalent) in:
    • Public Health; Medicine; Epidemiology; or other relevant disciplines.
  •  Professional training in procurement and supply management (PSM) of health products, logistics and/or public health is desirable.
  • A minimum of 7 years relevant experience in managing or advising on the procurement, supply and use of health products, particularly in developing countries with:
    • Experience/expertise in assessing policies, systems and structures in the public and/or private health sector relevant for managing effective and efficient access to pharmaceuticals and other health products, particularly for AIDS, TB;
    • Experience/expertise in the procurement of health products including regulations and tendering process;
    • Experience/expertise in supply chain/logistics management systems;
    • Experience in quantification and forecasting of health product needs in public health programs;
    • A good understanding of AIDS, TB, and malaria market dynamics and existing global supply challenges as well as international health products procurement and supply management practices, applicable national and international laws and recognised standards; and
    • Good writing and analytical skills.
    • Must have international work experience.
    • Must have good written and spoken English and preferably Russian.
    • A good understanding of Global Fund Procurement principles and Quality Assurance policies for health products as well as ability to comprehend and distinguish national procurement regulations is as asset.

 

The PSM Expert Health Products is expected to:

  • Have knowledge and experience in health products management and supply chain.
  • Have the necessary expertise to carry out reviews and spot checks on different aspects of the health product management such as quantification, procurement, inventory management and cross analyses of logistics and health data to assess the coherence / quality of data to submit relevant and practical recommendations to the Global Fund to strengthen grant implementation.
