Learning and Evaluation Specialist, USAID Power Africa Initiative Support Mechanism (PAISM), Pretoria, South Africa

Proposal Objective:

Social Impact is pursuing a two-year base period and three 1-year option period project to support to the USAID Power Africa (PA) Coordinator Office (PACO) teams, which includes the Energy, Partnership, and Program offices, through targeted M&E/CLA advisory services; relationship management support; technical assistance, database management, and capacity building that improves organizational and development outcomes for PA. The anticipated award will be summer/fall 2024.

Position Description:

Social Impact is seeking a full-time Learning and Evaluation Specialist to participate in evaluation, assessment, collaboration, learning, and adapting services under Objectives 2 and 3.

This will be a full-time position based in Pretoria, South Africa for the duration of the contract, contingent upon contract award.

Responsibilities:

  • Participate in and support evaluations, analyses, and assessments throughout the life of the activity.
  • Participate in and support designing and conducting learning, collaboration, adaptive management, facilitation of events, portfolio reviews, and change management activities for USAID, government departments, partners, and other stakeholders.
  • Support the recruitment of short- and long-term evaluation and learning team members ensuring candidates are of a high caliber and possess the required technical expertise.
  • Work with Senior Director, Technical Director and other PAISM staff to ensure that evaluation information is shared and fully utilized through knowledge sharing and strategic learning processes to speed innovation and improve upon and bring new innovations to USAID/PA programmatic work in region.
  • Lead communications with and engage USAID, government partners, implementers, and stakeholders for collaborative inputs in the design, implementation, and utilizing research findings and recommendations and seeking feedback and approvals when required.

Qualifications:

  • Master’s degree in the field of international development, public administration, business administration or related field.
  • Minimum of eight years of demonstrated experience in conducting program and portfolio evaluations as well as facilitation and learning activities in the international development sector.
  • Previous experience supporting USAID-funded contracts in a similar capacity.
  • Familiarity with Power Africa and key relevant USAID strategies and policies, including the USAID Climate Strategy and the USAID Localization Policy.
  • Fluency in oral and written English. Superior oral and written communication skills.
  • A commitment to valuing diversity and contributing to an inclusive work and learning environment.
  • Sectoral knowledge in the power sector, including energy and the environment preferred.
