Technical Assistance to Support the Ministry of Social Development

 Global objective

The overall objective of this programme is to support the implementation of the National Social Protection Strategy (2019-2025) and improve and modernise the quality and performance of the social protection system in Jordan.  The technical assistance and support provided under this contract will accompany the “EU Support to the Social Inclusion and Empowerment of Vulnerable Jordanians” programme until it ends in December 2025, and support the MoSD during the period until the technical assistance under the AAP 2024 comes into force.

Specific objective(s)

1. To support the MoSD in strengthening its overall institutional capacity and service delivery, through the provision of expertise, capacity-building (training), policy advice and evidence- based research in specifically agreed upon areas;

2. To provide training and capacity-building development to MoSD staff (both in its headquarters and in the field) in order to improve their skills and technical capacities in specifically agreed upon areas;

3. To carry out broad-based consultation workshops on recent changes to MoSD legislation (or other related issues) in order to feed into the preparation of corresponding by-laws or instructions.

Community Development and Productive Projects Expert

General description of the position: Expert on Community Development and Productive Projects (who will work closely with the MoSD's Productive Strengthening and Housing Directorate)

Expert category: Place of Performance - Cat. III (>3 years of experience)

Qualifications and skills required: B.A Degree in social work, community development, project management, social sciences or any other related field.

General professional experience:

- Proven experience working in the government/public sector, or international organizations - Proven experience working on and managing social protection programs

- Proven work experience in Middle East & North Africa (MENA) region.

Specific professional experience:

- 3 years proven experience in project management, community development, or social work programs. - Direct practical experience in the field and prior experience working with local communities in the area of productive projects

- Knowledge of Jordan's charity sector and local community development centres  is  an  advantage 

-  Proven experience in conducting studies and analysis 

- Experience in leading trainings and on-the-job coaching

Language skills: Arabic & English fluency

Number of working days: 250 days

Additional information: This expert will contribute to enhancing the productivity of poor families through small projects, productive development projects and licensed home-based businesses that are implemented through the support of MoSD centers. The expert will also support with the training of those involved in implementing such types of projects, as well as participate in pioneering creative projects to empower families and the local community. Finally, the expert will lead on the preparation & analysis of two impact studies (one on productive family projects and one on housing for poor families).
