Technical Assistance to Support the Ministry of Social Development

Global objective

The overall objective of this programme is to support the implementation of the National Social Protection Strategy (2019-2025) and improve and modernise the quality and performance of the social protection system in Jordan.  The technical assistance and support provided under this contract will accompany the “EU Support to the Social Inclusion and Empowerment of Vulnerable Jordanians” programme until it ends in December 2025, and support the MoSD during the period until the technical assistance under the AAP 2024 comes into force.

Specific objective(s)

1. To support the MoSD in strengthening its overall institutional capacity and service delivery, through the provision of expertise, capacity-building (training), policy advice and evidence- based research in specifically agreed upon areas;

2. To provide training and capacity-building development to MoSD staff (both in its headquarters and in the field) in order to improve their skills and technical capacities in specifically agreed upon areas;

3. To carry out broad-based consultation workshops on recent changes to MoSD legislation (or other related issues) in order to feed into the preparation of corresponding by-laws or instructions.

Social Protection and Care Expert

General description of the position: Expert on Social Protection and Care (who will work closely with the MoSD's Family and Childhood Directorate)

Expert category: Place of Performance - Cat. III (>3 years of experience)

Qualifications and skills required: B.A degree in social work, social protection, social sciences or any other related field

General professional experience:

- Proven experience working in the government/public sector, or international organizations - Proven experience in the field of social work or protection - Proven work experience in Middle East & North Africa (MENA) region.

Specific professional experience:

- 3 years proven experience in the field of social protection, social work, or caring for vulnerable groups.

- Direct practical experience in the field and prior experience caring for vulnerable groups

- Knowledge of the MoSD's policies and work on caring for vulnerable groups, especially persons with disabilities, orphans, victims of GBV, the elderly, etc. is an advantage

 - Proven experience in conducting studies and analysis - Experience in leading trainings and on-the-job coaching

Language skills: Arabic & English fluency

Number of working days: 250 days

Additional information: This expert will support the MoSD in areas relating to nursing homes/foster homes for the elderly and vulnerable children. The expert will help to document data, contribute to relevant studies and research, and work to improve the quality of foster care home services, as well as improve internal coordination on these issues. The expert will provide training to social workers, and especially those caring for the elderly/persons with disabilities. Finally, the expert will prepare a study on the social, psychological, and economic characteristics of survivors of gender-based violence.
