KPMG is looking for in-country Junior Programmatic/Monitoring and Evaluation (M&E) Expert/s in relation to Local Fund Agent (LFA) services with regard to the grants of the Global Fund to Fight AIDS, Tuberculosis and Malaria) in Kyrgyzstan and Tajikistan.
KPMG has strong experience in working as LFA for the Global Fund since 2003 in eight countries in region Eastern Europe and Central Asia.
It would be required for the M&E expert to be based in either Kyrgyzstan or Tajikistan.
Job Description
As a junior M&E Expert, you will provide the following services:
- Support reviews of the programmatic performance of the Principal Recipients and Subrecipients of the Global Fund grants and verify the reported results of the programme against set targets.
- Provide support in programmatic capacity assessment of grant implementers and budget reviews in view of their program relevance.
- Conduct assessments and/or on-site spot checks related to reviewing: programmatic performance, data quality; implementation of improvement measures, quality of services delivered to target populations
- Support the preparation of analysis and reports, including potential risks, areas for improvement and recommendations.
Qualifications: A Graduate Degree (MSc. equivalent) in: Public Health, Medicine, or Epidemiology.
Professional Experience
A minimum of 3 years relevant experience in the health sector, notably in monitoring and evaluating health programs in developing countries, and with the following expertise:
- Ability to interpret performance results of health programs and analyze the implications of such results in the country context;
- Strong understanding of public health monitoring and evaluation systems;
- A thorough knowledge of epidemiology and programmatic interventions related to HIV and TB;
- Understanding of the dimensions of health service quality and familiarity with reviewing and interpreting national service delivery guidelines;
- Strong interpersonal skills, diplomacy and tact to effectively communicate with senior level officials, multiple stakeholders and professionals from diverse cultural and professional backgrounds; Self-motivation and ability to work independently; Strong professional oral communication and writing skills, including the development of reports, oral presentations, and technical/persuasive documents.
- Previous experience in the Central Eastern and Eastern European region and having good knowledge of the national and regional health context.
*Previous knowledge and experience as an M&E expert in Global Fund programs will be considered as an advantage.
Language Competencies
Must be proficient in English and Russian/local language.
