Functional responsibilities

  • Oversee, monitor, and report on environmental and social standards and the occupational health and safety requirements established respectively by World Bank and UNOPS of and applicable to the subprojects.

  • Assist the implementing partners ensuring that environmental and social standards and the occupational health and safety requirements are incorporated into their contracts.

  • Carry out training and capacity building programmes on environmental and social standards, including gender issues and prevention of GBV/PSEA, and the occupational health and safety requirements, tools and frameworks, for project personnel, contractors, consultants and other stakeholders.

  • Assist in monitoring and reporting on environmental and social screening processes for the subprojects as conducted by the implementing partners.

  • Assist in the submission, monitoring, and reporting on the Environmental permitting process for the subprojects as conducted by the implementing partners.

  • Support the development of the Environmental and Social Management Plans (ESMPs) or Manual of Good Environmental and Social Practices or Simplified Environmental and Social Study, depending on the categorisation of the subproject.

  • Assist in the preparation of the environmental and social tools/instruments, such as the Labour Management Procedure, the Waste Management Plan, Gender-Based Violence Risk Action Plan, the OHS procedures and plan, and the Chance Finding Procedure and Pest Management Plan, if applicable.

  • Ensure that all instruments and tools are applied by all implementing partners, and the appropriate mitigation measures are proposed and met.

  • Assist in triggering and overseeing the implementation of correction measures by implementing partners.

  • Assist the implementation of the Resettlement Policy Framework and ensure zero land conflicts.

  • Assist in compiling data and monitoring of the Project Grievance Redress Mechanisms (GRM).

  • Assist in developing and delivering a series of spot checks, and supervision and monitoring field visits to all implementing partners’ sites.

  • Assist in compiling quarterly and annual reports on risks, impacts, and mitigation measures.

  • Identify challenges, opportunities, priorities and needs for the implementation of the related Project’s instruments.

  • Handle additional assignments as directed by the supervisor or Project.

 

Education/Experience/Language requirements


Education

  • A Bachelor's Degree in environmental and social studies or related subject(s) in combination with an additional two (2) years' relevant experience is required;

  • A Technical/Professional Diploma in environmental and social studies or related subject(s) in combination with an additional 3 years relevant experience may be accepted in lieu of the Bachelor's degree;

  • Certificate of completion of secondary/high school in combination with an additional 5 years’ relevant experience may be accepted in lieu of Bachelor's degree.

Experience

  • A minimum of 2 years of progressively experience in environmental management, or social development or gender equality and women’s empowerment are required;

  • Direct experience with World Bank projects or the United Nations Health, Safety, Social and Environment Management Systems is an added advantage;

  • Ability to implement Standing Operating Procedures is required;

  • Assessments/plans in accordance with a recognized body/methodology is an added advantage;

  • Proficiency in computer skills including MS office is an added advantage.


Languages
  • Full working knowledge of English language is required.

  • Knowledge of Portuguese language is considered an asset.
