Functional responsibilities


Within delegated authority, the ICT Software officer will be responsible for the following duties:

  • Provide technical support, advice and assistance in the completion of appropriate documentation on software and systems development for the key electoral processes of voter registration and results tabulation, to be provided to the Independent High Electoral Commission (IHEC) for forthcoming electoral processes;
  • Support guidance provided by the Software ICT Advisor to the IHEC on best practices in structuring and documentation of software development, as examples to be used for future software development;
  • Assist in the review of existing IHEC Voter Registration Update (VRU) software documentation, and documentation to complete a comprehensive, user-friendly manual for the IHEC;
  • Support the Software ICT Advisor to complete specifications for auditing the Data Entry Centre ICT infrastructure, to ensure requirements for data entry of voter registration and results data are met;
  • Assist in the completion of software requirement specifications for the development of new software required for electoral processes and updates to the r the results tabulation systems;
  • Support recommendations provided by the Software ICT Advisor to the IHEC on structuring and documentation of software development processes;
  • Work in support of the Software ICT Advisor to review and update existing documentation on software developed for voter registration update and results tabulation data entry processes;
  • Assist the Software ICT Advisor in providing guidance and recommendations to the IHEC with adoption of best practices in structuring and documentation of software and systems development processes;
  • Support the planning and review the IHEC software development process in collaboration with relevant IHEC staff;
  • Assist the Software ICT Advisor advise IHEC staff on how to develop detailed system and other functional specifications, and user documentation for voter registration and results tabulation system;
  • Work in collaboration with Software ICT Advisor to complete specifications for auditing the IHEC Data Entry Centre (DEC) ICT infrastructure.

Education/Experience/Language requirements


Education

  • A first-level university degree, in Management Information Systems, Information Technology, Computer Science, Software Engineering or related field is required.

Experience

  • A minimum of 2 years of functionally related relevant professional experience is required.
  • Experience in electoral administration, including software development and information technologies to support electoral processes, in particular, voter registry and vote tabulation systems is desired.
  • Experience in Software Development Lifecycle and design and management of relational databases is desired;
  • Experience in working directly with EMBs and providing technical advice to counterparts is desired.
  • Experience working with the UN, a UN agency or an international organization on electoral issues is desired.
  • Demonstrated ability to thrive within a complex multicultural and multinational environment strongly preferred; knowledge of UN rules, regulations, policies and procedures an asset.

Language

  • Fluency in the UN and national language of the duty station is desired.
