NTU is preparing a proposal for an EIB project in France. The overall objective of the Assignment is to support the operationalization of the new French hydrogen strategy by providing elements which will facilitate the design of a network of hydrogen refuelling stations (HRS) for fuel cell electric vehicles (FCEV) on a national scale, together with its implementation mode

Requested profile:  

Key Expert IV: State Aid Expert

Qualifications:

  • At least a Bachelor’s degree in a relevant domain, typically law, business, engineering and/or economics. (Minimum requirement)

General professional experience:

  • At least 10 years of professional experience working on State aid matters, notably on reviewing the State aid analysis and assessment and the related EU grant calculation models of projects; including experience in advising public authorities and projects, and support the preparation of State aid notifications

Specific professional experience:

  • Good understanding of the EU and national State aid policy and the relevant legal framework evidenced by at least 5 projects (Minimum requirement).
  • Experience in the design and/or assessment of State aid measures related to sustainable mobility as demonstrated by the expert’s involvement in at least 3 (or more) projects in the following categories: clean mobility deployment, hydrogen mobility infrastructure development, management of hydrogen mobility projects, alternative mobility infrastructure, e-mobility (Minimum requirement).
  • Experience involving the State aid assessment of public infrastructure investment projects or PPP projects evidenced by at least 2 assignments will constitute an asset.
  • Experience in the sustainable mobility sector in France will constitute an asset.
  • Working experience working with EU institutions will constitute an asset.

Language and other Skills:

  • Advanced level of English (CEFR C1, both written and spoken);
  • Excellent French language skills (CEFR C1) are mandatory.
