Key Expert – Project Manager

The consortium composed of CESO and EPRD has been shortlisted and invited to submit a proposal for the Policy Dialogue and Public Diplomacy Facility project in Hong Kong and Macao (Lot 2). 

We are currently seeking to employ a Key Expert (Project Manager) who possesses the following qualifications and professional experience:

The expert will be responsible for management of the country-specific component of this project, i.e. for planning of project activities in Hong Kong (and Macao), for ensuring coherence between different project activities in Hong Kong (and Macao), for review of proposals for project activities in Hong Kong (and Macao), for drafting the ToRs for project activities in Hong Kong (and Macao) and their realisation; and for implementation and monitoring of project activities in Hong Kong (and Macao). S/he will act as the main interlocutor for the EU Office to Hong Kong (and Macao)in the day-to-day management of the contract, reporting to FPI Project Manager on Hong Kong (and Macao)-specific activities, and for maintenance of regular communication with other relevant EU services, as requested by the EU Office to Hong Kong (and Macao)or FPI Project Manager; (s)he will be tasked to prepare Hong Kong (and Macao)-specific material for the Project Steering Committees; and will be responsible for achievement of the project’s objectives in Hong Kong (and Macao). S/he will be directly in charge of coordination on project activities in Hong Kong (and Macao) with the support of selected Non-Key Experts. S/he will ensure smooth implementation, regular information on progress, and proper EU visibility in all activities conducted under the project to the highest quality standards.

Qualifications and skills

• Minimum Master’s Degree or equivalent diploma in social sciences, political sciences, international relations, law, economics, business or other discipline of relevance to the subjects of this contract; OR minimum Bachelor Degree and two years (440 working days) of full-time proven relevant professional experience additional to the requested general professional experience.

• Excellent speaking, drafting and editing skills in English (C1 level) and Chinese (C1).

• Proven advanced analytical skills and computer literacy are considered an asset.

General professional experience

• Minimum ten years (2200 working days) of post-graduate professional experience in project management.

• Minimum two years (440 working days) of post-graduate professional experience in project management as a project Team Leader.

Specific professional experience

• Minimum five years (1100 working days) of post-graduate professional experience of working in one of the relevant fields, such as political / international / cultural / economic / trade / legal / business / etc. affairs, public / cultural diplomacy, media, communication, academic research, etc.

• Minimum three years (660 working days) of working experience in Hong Kong (and/or Macao).

The expert is expected to work minimum 330 working days over the duration of the project.

The expert will be based in Hong Kong to perform this assignment. Short missions to Macao, or to the EU if requested by the Contracting Authority, may take place in the course of the action.
