Background and Objective of the study

The objective and purpose of the assignment is to assist the Government of Viet Nam in the identification, implementation and coordination of a number of policy reforms for the urban and water sectors. The assignment will assist in the coordination of various efforts within ministries, and also between donors, to develop laws, decrees, regulations and guidelines which relate to the water and urban development sectors, to ensure consistency and interoperability in the regulatory environment, while promoting productivity gains and unlocking investment for the sector.

Qualification and Roles & Responsibilities

Master’s degree in a field relevant to the assignment (Public or Business Administration, Government, Finance, Economics or Law), and have at least 12 years of relevant professional experience, and at least 8 years of experience in institutional reform, policy and development.

The Team Leader will be the primary contact with ADB, Government Ministries and consultants, providing quality assurance of all consultants’ deliverables. Key tasks include: (i) review existing studies, analyses, and policy frameworks relating to the urban and water sectors in Viet Nam; (ii) analyze the current state of policy development supported by other donors, and within Government, (iii) identify gaps for this assignment to fill, and synergies with other policy development work, while referring to the agreed agenda in ADB’s MoU with the Ministry of Construction. In particular, the team leader will:

a.      Propose and priorities the assignment around a series of policy instruments which will be targeted for reform under the assignment;

b.      Plan and coordinate inputs from the wider consulting team, both from international and national consultants;

c.      Liaise closely with other donors and consulting team leaders to ensure fluid and coherent cooperation in formulating consistent policy for the sector;

d.      Prepare the project reports / outputs and ensure overall quality of deliverables

e.      Participate in, organize and present at the policy dialogue workshops.

In the analysis of the proposed policy interventions, particular attention should be given to the feasibility of making the changes in a timely manner, taking into account political appetite for reform of the given instrument.
