Defining and Measuring the Sustainable Economic and Social Value of Data in Africa 

Data Economy Flagship: To be carried out in the framework of the “Team Europe Initiative (TEI) D4D for a Digital Economy and Society in sub-Saharan Africa” with the overall objective to support a human centric data economy and society in Africa, in line with the AU Data Policy Framework.

The assignment is anticipated to take place 15/07/2024 - 15/07/2025. It will require a team of five, the profiles of which are detailed below:

Team leader (39 Working Days) 

Tasks of the team leader 

  • Overall responsibility for the advisory packages of the contractor (quality and deadlines) 

  • Coordinating and ensuring communication with GIZ, partners and others involved in the project 

  • Personnel management, in particular identifying the need for short-term assignments within the available budget, as well as planning and steering assignments and supporting local and international short-term experts. 

  • Regular reporting in accordance with deadlines  

Qualifications of the team leader 

  • Education/training (2.1.1): university degree (German ‘Diplom’/Master) in Economics, International Development, Law, Data Management, Computer Science, Business Administration 13 

  • Language (2.1.2): C2-level language proficiency in English; English language skills are absolutely essential – Mandatory requirement (no rating in grid for the technical assessment). Bidders who do not meet this criterion will be automatically disqualified. 

  • General professional experience (2.1.3): 7 years of professional experience in the value chain analysis, valuation methods or related research sector • Specific professional experience (2.1.4): 7 years in Data Value Chain Analysis 

  • Leadership/management experience (2.1.5): 5 years of management/leadership experience as project team leader or manager in a company 

  • Regional experience (2.1.6): 5 years of experience in projects in African (region), of which 2 years in projects in Senegal, Kenya or South Africa (country) 

  • Development cooperation (DC) experience (2.1.7): 5 years of experience in DC projects

Methodological Expert (53 WDs) 

Tasks of Methodological expert 

  • In collaboration with the team leader, contribute to the research and deliverables of all components. 

  • Development of the methodological framework 

  • Implement the research methodology in collaboration with the team leader, the key country experts and GIZ that includes both quantitative and qualitative methods, supported by literature review. 

  • Organize, in agreement with the team leader and GIZ, and in coordination with GIZ’s partners, relevant virtual and/or in-person field missions to selected countries in the study scope • Development of the data valuation methodology 

  • Implementation of the data valuation methodology in selected countries 

  • Development of the content for the Work package 4 Capacity Building 

  • Data analysis and reporting  

Qualifications of Methodological expert 

  • Education/training (2.2.1): university degree (German ‘Diplom’/Master) in Economics, Statistics, Econometrics, Quantitative Economics, or similar 

  • Language (2.2.2): C2 -level language proficiency in English; English language skills are absolutely essential – Mandatory requirement (no rating in grid for the technical assessment). Bidders who do not meet this criterion will be automatically disqualified. 

  • General professional experience (2.2.3): 10 years of professional experience in the digital development (including data-related policies) sector 

  • Specific professional experience (2.2.4): 10 years in Value Chain Analysis, valuation methods and related research. 

  • Regional experience (2.2.6): 10 years of experience in projects in African (region), of which 2 years in projects in Senegal, Kenya or South Africa (country). 

  • Development Cooperation (DC) experience (2.2.7): 5 years of experience in DC projects

Kenya Junior Consultant (21 WDs) 

Tasks of Kenya Junior Consultant 

  • In line with the research methodology analyse the data value chain in Kenya 

  • In collaboration with the methodological expert conduct data collection 

  • In collaboration with the methodical expert, support the implementation of the data valuation methodology in the respective countries 

  • In collaboration with the team leader and the methodological expert contribute to research and deliverables of WP2, WP3 and WP4  

Qualifications of Kenya Junior Consultant 

  • Education/training (2.3.1): University qualification (Bachelor) 

  • General professional experience (2.3.3): 3 years of professional experience in the data and or digital transformation sectors 

  • Specific professional experience (2.3.4): 3 years of professional experience in analysing data value chains 

  • Regional experience (2.3.6): 3 years of experience in Kenya and 2 years of experience in the East African region 

Senegal Junior Consultant (21 WDs) 

Tasks of Senegal Junior Consultant 

  • In line with the research methodology analyse the data value chain in Senegal 

  • In collaboration with the methodological expert conduct data collection 

  • In collaboration with the methodical expert, support the implementation of the data valuation methodology in the respective countries 

  • In collaboration with the team leader and the methodological expert contribute to research and deliverables of WP2, WP3 and WP4  

Qualifications of Senegal Junior Consultant 

  • Education/training (2.4.1): University qualification (Bachelor) 

  • General professional experience (2.4.3): 3 years of professional experience in the data and or digital transformation sectors 

  • Specific professional experience (2.4.4): 3 years of professional experience in analysing data value chains 

  • Regional experience (2.4.6): 3 years of experience in Senegal and 2 years of experience in the West African region 

South Africa Junior Consultant (21 WDs) 

Tasks of South Africa Junior Consultant 

  • In line with the research methodology analyse the data value chain in South Africa 

  • In collaboration with the methodological expert conduct data collection 

  • In collaboration with the methodical expert, support the implementation of the data valuation methodology in the respective countries 

  • In collaboration with the team leader and the methodological expert contribute to research and deliverables of WP2, WP3 and WP4  

Qualifications of Senegal Junior Consultant 

  • Education/training (2.5.1): University qualification (Bachelor) 

  • General professional experience (2.5.3): 3 years of professional experience in the data and or digital transformation sectors 

  • Specific professional experience (2.5.4): 3 years of professional experience in analysing data value chains 

  • Regional experience (2.5.6): 3 years of experience in South Africa and 2 years of experience in the Southern African region
