Main clients are the German Ministry of Food and Agriculture (BMEL), EU EuropeAid and other EU programmes, GIZ, FAO, USAID, WB and other public donors as well as private organisations/companies.

We are currently looking for open-minded and motivated International Public and Private Animal Health Services Development Specialist for a Livestock Health and Value Chains Improvement Project in Cambodia.

Job description

The international consultant will work in close consultation with the GDAHP veterinary services management and senior technicians to develop programs and policy instruments to support the emergence of private animal health service delivery:

(i) Conduct an analysis of animal health service delivery in Cambodia and the associated public and private costs and identify animal health and sanitary inspection services for potential private sector delivery;

(ii) Review the framework for animal health worker governance and prepare a plan for the establishment of a Veterinary -Council and a Veterinary Association, including the charters of these organizations and financing plans that ensure their sustainability;

(iii) Prepare recommendation for the revision of existing policies and laws to ensure that the role of the Veterinary -Council is enshrined in Cambodia legislation;

(iv) Prepare recommendations for public-private partnership agreements for private veterinarian delivery of selected public good animal health services;

(v) Review the current capacities of village veterinary workers and the training and certification processes and make recommendations for strengthening their capacities and roles as front-line animal health and production services providers with particular attention to CLHVCIP developed programs including animal identification and animal production and health information systems;

(vi) Make recommendations for the project establishment of a sustainable VVW capacity building and certification program, including online knowledge products.

(vii) Collaborate with the national animal health services cost recovery specialist to specifically identify policies and programs that create unfair competition;

(viii) Review and prepare recommendations concerning laws and regulations related to the registration and governance of private veterinary clinics and pharmacies.

Qualifications and requirements

           Post graduate degree in veterinary science and at least 10 years of experience in the development of policy and practice for private animal health services in transitional economies, including at least 5 years of experience in Southeast Asia.

           The consultant should be capable of rapport with personnel at various levels, including farmers, government staff, national consultants, and international organizations. Experience in transitioning animal health services from public to private sector delivery and in veterinary legal frameworks including those for governing institutions is required.

           A strong self-motivated individual working with no or minimal supervision and able to travel to the rural areas and meet tight deadlines is required. The person should have excellent skills in written and spoken English and be fully conversant with computer use. It is also important that this person is sensitive to issues associated with gender, ethnicity, and poverty especially in the context of Cambodia.
