Support to U-LEAD with Europe Programme in preparing applications for 25 gender-sensitive sustainable reconstruction

projects and in systematising Programme work in its Reconstruction portfolio

The objective of this assignment is to assist U-LEAD in preparing applications for 25 gender- sensitive sustainable reconstruction projects and in systematising Programme work in its Reconstruction portfolio. This task corresponds to the following U-LEAD’s results and indicators.

Team leader

Tasks of the team leader

·         Overall responsibility for the delivery of tasks within the contract

·         Coordinating communication with GIZ/U-LEAD, other experts involved and municipalities.

·         Regular reporting in accordance with deadlines.

·         Provision of inputs for the applications and ensuring quality of work of Key Expert 1.

·         Provision of management support in the finalisation of the Reconstruction initiatives.

·         Elaboration of the summary brochure and/or other materials as described in Chapter 2.

Qualifications of the team leader

·         Education/training: university degree (German ‘Diplom’/Bachelor) in economics, business administration, political science or other related social or natural sciences

·         Language: C1-level language proficiency in English

General professional experience:

10 years of professional experience in the provision of consultancy support to municipalities in the fields relevant to this contract

Specific professional experience:

·         10 years’ work experience in managing publicly funded (including by the EU and other donors) projects;

·         7 years’ work experience in preparation of infrastructure projects applications for IFI (for instance EBRD, EIB, World Bank, NEFCO, etc.) and/or EU programmes and funds.

Leadership/management experience:

10 years of management/leadership experience as project team leader or manager in a company

Regional experience:

7 years of experience in projects in Eastern Partnership and/or EU Candidate Countries, of which 5 years in projects in Ukraine.

Development cooperation (DC) experience:

10 years of experience in DC projects
