The Cadmus Group is seeking an Operations Manager for its USAID Regional Inclusive Digital Ecosystem (RIDE) activity from USAID’s Regional Development Mission for Asia (RDMA) under Digital Forward.

Cadmus was awarded the USAID Digital Forward Activity, which aims to provide tools and technical assistance to USAID Missions and Washington Operating Units to ensure that digital initiatives are incorporated into USAID programs and activities. Digital Forward will also provide the tools needed to advance digital initiatives that enhance digital security and economic prosperity in partner countries, while safeguarding individual rights, freedom of expression, and democratic norms and practices.

USAID RIDE is an activity from USAID’s RDMA under Digital Forward. A five-year program, RIDE is envisioned to leverage the dynamism of the Southeast Asia digital economy to promote a more inclusive, safe, reliable, and open digital ecosystem. RIDE will focus on strengthening the policy environment, supporting innovations that better safeguard consumers, and promoting equity and inclusion in the digital ecosystem.

Position Summary

The Operations Manager will support the Project Director with the operations of RIDE, including personnel and financial management. This will involve working closely with the Project Director in the overall and day-to-day management of the program, overseeing operations and administrative staff including in grants and finance, and ensuring project compliance with USAID regulations.

Responsibilities:

  • Manage overall operations of RIDE
  • Coordinate closely with the Digital Forward Project Team on RIDE’s operations, serving as primary point of contact with the Cadmus HO on operational issues
  • Track project expenditures, manage budget tracking, and draft accrual statements
  • Ensure proper cash flow, review supporting financial documents for purchases, oversee local payments, and oversee tax filings and/or liaise with external accounting company
  • Ensure that financial management systems, policies, and procedures adhere to Cadmus policies and federal regulations
  • Ensure transparent, fair, and USAID-compliant procurement of equipment, supplies, services, and other administrative and operational needs’
  • Lead the hiring and onboarding process for local staff
  • Provide direct oversight to RIDE operations and administrative staff
  • Maintain effective systems and procedures for HR management in line with Cadmus policies and in compliance with Thai employment laws and those of countries where RIDE operates
  • Review contracts, letters of agreements and other contractual documents for accuracy, completeness, and compliance
  • Oversee all Bangkok office logistics to facilitate the implementation of technical activities
  • Ensure smooth implementation of sub-activities
  • Oversee operational and logistical coordination of workshops, trainings, and events

Qualifications:

●     Bachelor's Degree and a mimimum of seven (7) to ten (10) years of operational managment experience.

        At least 5 years of experience with USAID projects

        Deep understanding of USAID’s systems, rules, and regulations governing project compliance, procurement, and financial management

        Strong organizational and management skills

        Proven experience leading teams and managing personnel

        Fluent in Thai and English

        Excellent computer skills in MS Office (Word, Excel, Outlook, PowerPoint)
