Description

Nathan Associates, Inc., a Cadmus company, is seeking an expert to assess the automated and manual workflow processes within a tax agency in Moldova. This is a remote position with a one-week trip to Moldova. The level of effort is 20 days.

 

Nathan Associates is implmenting the Moldova Institutional and Structural Reform Activity (MISRA), a five-year project funded by the United States Agency for International Development (USAID). MISRA’s objective is to improve the institutional, business, and trade enabling environment in Moldova by supporting Moldova’s public institutions and the private sector to accelerate the implementation of trade liberalization mechanisms, adopt structural and investment climate reforms, accelerate financial sector reforms, improve economic governance in the public sector, and enhance strategic communications between the private and public actors. 

 

MISRA is supporting a broad portfolio of reforms within the Government of Moldova, including institutional reforms to improve public economic governance. Institutional reform activities include developing or enhancing information technology (IT) systems and platforms within multiple government institutions; streamlining internal processes; improving access to data and public services; and fostering efficient communications among government agencies, businesses, and citizens.

 

Through this scope of work the State Tax Service (STS) intends to improve its internal systems for risk management and monitoring tax non-compliance by assessing current tax non-compliance and risk management processes, and providing an analysis of automated systems that are being utilized by other countries’ tax authorities compared to Moldova’s.

 

Overview

The STS is the administrative authority of the Government of Moldova, under the Ministry of Finance, responsible for ensuring effective tax administration by monitoring taxpayers’ compliance with domestic tax legislation, regulations, and policies.  To carry out its tasks effectively, the STS desires to assess its internal processes and conduct a comparative analysis of other countries’ automated risk management and tax compliance systems to identify improvements and develop an improved information system for Moldova.

 

Tasks

The International Expert, in cooperation with a local consultant, will assess the automated and manual workflow processes within STS for managing data and documents in respect to risk management and monitoring tax compliance.  Based on this assessment of STS systems, the International Expert will provide recommendations on streamlining and improving its processes, including through automation.

The International Expert will provide a comparative analysis of the automated systems of a group of other countries, to be determined in consultation with STS, for risk management and monitoring of tax compliance.  And the International Expert will provide recommendations on an automated solution, including either off-the-shelf or custom-built system, most appropriate for Moldova’s STS.

The International Expert will work directly with STS staff, the MISRA team, and other stakeholders at all stages of the above tasks to be responsive to the needs of the STS.  

 

Deliverables  

The following deliverables will be developed by the International Expert with the support of a Local Consultant, and in coordination with the STS and MISRA:

  1. A preliminary report detailing the completed assessment and comparative analysis, for consultation with STS with the support of a local consultant, including recommendations aimed at enhancing STS risk management processes
  1. Final report assessing current manual and automated processes within the STS, developed in coordination with a local consultant.  The report will provide: a narrative identifying the current state of internal processes and automation; and recommendations on streamlining internal processes and for implementing appropriate automated solutions 
  1. Final report on a comparative analysis of the automated systems of up to five other countries, to be determined in consultation with STS, for risk management and monitoring of tax compliance.  The report will provide recommendations on an automated solution, including either off-the-shelf or custom-built system, most appropriate for Moldova’s STS
  1. Draft proposed terms of reference for an automated risk management system and estimated cost, in coordination with the local consultant
  1. Report summarizing the work completed, findings, and recommendations, using the MISRA template

 

Supervisory Responsibilities and Reporting

The International Expert will report to the Deputy Chief of Party for Digitalization.

 

Skills and Qualifications

  • A bachelor’s or preferably master’s degree in law, tax, information technology, or comparable field
  • At least 7 years of experience in business processes mapping and workflow analysis
  • Demonstrated knowledge of tax regulatory bodies, management information systems, and on how they function, preferably within a government tax body
  • Demonstrated knowledge of government tax solutions
  • Knowledge of operations and functions of the STS is an asset
  • Strong analytical and interpersonal skills
  • Solid verbal, written, and presentation skills, coupled with strong technical understanding on the digitalization of tax risk management and compliance monitoring processes
  • Fluency in both written and spoken English language; knowledge of Romanian language is an asset

Project Background

What You’ll Be Doing 

The international consultant will initially assess the legal framework, governing the waterborne transport in the Republic of Moldova. The local expert will assist during the performed tasks and will ensure interaction and communication with the stakeholders. During the performance of the assignment, the consultants shall interact with MIRD, NARM, port operators, relevant state institutions and stakeholders, and MISRA.  The Level of Effort is up to 70 days during the period August - December 2024, with three trips to Moldova.

 

Responsibilities:

The expert will implement the following activities and tasks, supporting the MIRD and NARM:

  • Draft the new Naval Code (covering maritime and inland waterways aspects)
  • Draft the Information Note
  • Prepare the Table of Concordance
  • Prepare the Regulatory Impact Analysis
  • In coordination with MISRA staff, the experts will lead working meetings with appropriate government representatives

 

  Deliverables:

  • Draft Naval Transport Code, in compliance with EU and international commitments
  • Table of concordance
  • Information Note and the Regulatory Impact Analysis
  • Presentation of the deliverables to the beneficiaries (MIRD and NARM) 

 

 Qualifications:

  • University degree in law, maritime transport or another field related to the assignment
  • At least 10 years of experience in conducting legal expertise and/or drafting
  • Knowledge of international conventions governing maritime transport
  • Knowledge of EU legislation governing maritime and inland waterways transport
  • Experience in drafting legal acts, and sound understanding of the legal promotion/approval process is desired
  • Knowledge of local maritime sector is desired, but not a priority
  • Experience with EU accession/association requirements is desired
  • Experience working within donor financed projects/programs is desired
  • Writing and speaking skills in English
  • Writing and speaking skills in Romanian shall be considered as a plus
