Renewable (wind and solar) energy technical expert – Grid integration- Power system engineer

DAI is recruiting experts for the mission "Support the EUD intervention in the electricity sector in Iraq"

This mission is part of the “Iraq Policy Dialogue Facility”, an EU funded project implemented by DAI in Iraq.

The general objective of the assignment is to strengthen the knowledge of the Delegation of the European Union to Iraq of Iraq’s power sector and to define an intervention strategy to support the Government in its effort to put the Electricity Supply Industry on a different path. The Specific objectives of the assignments are to:

1. Develop a European Union intervention strategy in support of the Government of Iraq (GoI)
2. Prepare a plan for implementing the strategy and
3. Create the conditions to allow blending and guarantee operations under the European Fund for Sustainable Development Plus (EFSD+)

The main objective of the Stretegic Approach Report, the main final deliverable, is to develop an EU intervention strategy that is comprehensive, feasible and appropriate.

At the end of the Strategic Approach phase, the EU TAF team of experts – as mandated by the EUD- proposed to follow-up the work undertaken in the framework of the WB’s advisory service “Electricity Investment Plan and Financing Strategy” and to focus on the following three areas:

1. Investments in infrastructure development
2. Power sector reform
3. Improvement of Business and investment environment

Expert profile: Expert No.1: Renewable (wind and solar) energy technical expert – Grid integration- Power system engineer.

The main place of work will be Baghdad, Iraq. The expected starting date will be September 2024, and the assignments will run for a period of 15 months. 

Indicative number of working days: 120

Qualification and skills:

• Minimum post graduate degree qualification in engineering with experience in utility/power systems management including utility reforms, operation of large power system, grid integration
• Experience in implementing organizational development and change management of Power system, capacity needs assessment
• Demonstrated successful experience in working collaboratively with a broad array of stakeholders, a strong strategic orientation at institutional and technical level with demonstrable capacity to support institutional systems development and capacity building
• Knowledge of wind and solar technologies grid integration, main charactheristics and typical costs (CAPEX and OPEX) for the development of the due diligence (in view of bankability)
• Analytical conceptualization and report writing skills
• Excellent presentation/communication skills

Professional experience:

• Minimum 10 years in professional experience
• At least 5 years in technical consulting on power systems reform, preparation of utility-scale, grid connected renewable (wind and solar) energy projects, integration of VRE into the grid
• Experience in the MENA region would be an advantage

Specific experience

• Technical and non-technical (commercial) losses in the distribution network
