Provide recommendations to the EUD and the city of Douala to support the planning and implementation of an action on SWM in the city of Douala focused on plastic waste management and recycling.
1. Conduct a critical review of existing and potential practices in the field of waste management and recycling (public and private, formal and informal) and analyse practices from a financial, technical, environmental and employment lens as well as from a system perspective
2. Provide advice to EU and the city of Douala on plastic waste management solutions focusing on environmental impact, technical limitations, financial requirements and scalability
3. Propose a set of potentially relevant projects and options and analyse them in terms of resources needed (e.g. additional studies, financing requirements for implementation, etc.) and environmental impact.
4. Recommend an action on SWM in the city of Douala.

Qualifications and Skills
- Degree in Finance, Urban Management, Economics, or related fields
- Excellent knowledge of EU and donor-funded projects.
- Excellent knowledge of public finance.
- Excellent command of spoken and written French and English.
- Excellent knowledge of the International Development funding and blending.
Professional Experience
- At least 10 years of general experience in urban settings in developing countries.
- At least 3 years of professional experience in urban finance and management.
- Experience with EU funding mechanisms will be an advantage.
- Experience in waste management will be an advantage.
