Description

NTU International A/S (https://www.ntu.eu/ ) is a Danish consulting company operating in the international development project management and implementation sector. We have been shortlisted and invited to submit a proposal for an EU-funded project entitled “Policy and Regulation Initiative for Digital Africa II”.

Project description: To support the African Union Commission in achieving EU-AU partnership strategic goals in the digital domain. Its objective is to promote universal digital connectivity, leverage technology to transform African societies and economies, facilitate Africa's integration, bridge the digital divide, and ensure Africa's ownership of modern digital management tools in alignment with the African Union Digital Transformation Strategy.

Geographical area to be covered: The project will cover the entire African continent.

Location: The main operational base for the tasks to be performed will be AUC headquarters in Addis Ababa, Ethiopia. Key experts 1 and 2 will be based within the AUC HQ in Addis Ababa, Ethiopia, for at least 90% of their time. These two experts are expected to spend their time at main operational base, and to travel to other locations within Africa to carry out specific activities as may be required. Key expert 3 is required to spend at least 75% of the time at the main operational base, with the expectation to travel to missions across the African continent.

Start date & period of implementation: The intended start date is 15 November 2024and the period of implementation of the contract will be 36 months from this date. Please see Articles 19.1 and 19.2 of the Special Conditions for the actual start date and period of implementation.

Qualifications and skills:

▪ Master’s degree in a relevant field such as Information Technology, Computer Science, Business, or a relevant, directly related discipline; or in its absence, equivalent relevant professional experience of a minimum of 5 years, in addition to the required ‘general professional experience’. .
▪ Knowledge of EU policy and development orientations in the concerned sectors/areas as well as knowledge of the Global Gateway would be considered an asset.
▪ Knowledge of the AU institutional setting and understanding of the Digital Transformation Strategy (DTS) 2020-2030 for Africa, as well as national DTS and frameworks is an advantage.
▪ Advanced level English or French (at least C1) is required. Proficiency in other official languages of the AU (at least B2) in both spoken and written communication will be considered an advantage.
▪ Technical background in ICT, with an understanding of emerging technologies and their implications.
▪ Ability to communicate and negotiation to engage with a diverse range of stakeholders, and build and maintain relationships with governmental bodies, industry partners, and civil society
▪ Strong experience in project management, including planning, execution, and monitoring and leadership displayed through heading a team of experts.
▪ Excellent report writing skills in English, ability to produce concise reports;

General professional experience:

At least of 10 years’ experience in the field of ICT, preferably with a focus on digital transformation in Africa;
Professional experience as Team Leader on at least 2 long-term assignments in development cooperation (i.e. each minimum 2 consecutive years - 440 working days full time equivalents). One of these assignments needs to lead a team of at least 3 people.

Specific professional experience:

▪ Minimum 5 years of relevant experience in the development and implementation of digital transformation projects;
▪ Experience of leading at least 1 digital transformation project, and experience of developing and shaping ICT policies to support digital transformation;
