Description

The “Deforestation-free supply chains” program, financed by the German Federal Ministry for Economic Cooperation and Development  aims to improve the framework conditions and capacities of key actors to increase the sustainability of production and marketing in the agriculture and aquaculture supply chains for cocoa, shrimp, livestock, timber and pitahaya, thereby reducing pressure on forest ecosystems in the provinces of Esmeraldas and Manabí.

Tasks of the expert

  • Overall responsibility for the advisory packages of the contractor
  • Ensuring the coherence and complementarity of the contractor’s services with other services delivered by the project at local and national level
  • Responsibility for taking cross-cutting themes into consideration (for example, gender equality, youth, digitalisation) in the implementation of ELKE project actions
  • Staff management, in particular identifying the need for short-term assignments within the available budget, planning and managing the assignments and supporting local and international experts
  • Ensuring that monitoring procedures are carried out and are aligned with the monitoring system of the project
  • Regular reporting in accordance with deadlines
  • Responsibility for checking the use of funds and financial planning in consultation with the officer responsible for the commission at GIZ
  • Supporting the officer responsible for the commission in updating and/or adapting the project strategy, in evaluations and in preparing a follow-on phase
  • Identification of the need for short-term assignments within the available budget, as well as planning and management of assignments and mentoring of local and international professionals
  • Disciplinary responsibility for short- and long-term specialists
  • Ensuring the monitoring of the impact of the work packages, as well as regular and timely reporting on the corresponding activities
  • Development of two green credit financial products that serve as a basis for deforestation-free production and marketing for the shrimp, livestock, pitahaya, timber and cocoa chains, tailored to small-scale producers and their organisations
  • Experience in mainstreaming the gender and youth approach in their actions
  • Coordinate with the GIZ team, the implementation of cross-cutting and digitalisation actions for the ELKE programme
Qualifications: 
  • University degree (e.g. master’s) in economics, finance, environmental sciences or equivalent
  • Proficiency in Spanish language on C2 level in the Common European Framework of Reference for Languages. 
  • Knowledge of English (and possibly German), B2-level in the Common European Framework of Reference for Languages
  • 12 years of professional experience in the agricultural, value chains or rural development sector
  • 6 years of professional experience in the development of green finance and financial products for the agricultural sector
  • 4 years of management experience in projects, companies or other organisations with disciplinary leadership responsibility
  • 10 years of professional experience in Ecuador
  • 4 years of experience in development cooperation projects
  • 6 years experience in financial and project management (project budgets, subsidies), digitisation, work experience working with GAD and producer organisations
