Team Leader/TVET Management Specialists(Intermittent Input) (International) – 15 Person Months
Minimum Qualifications:
Advanced degree in education management, project management or related field.
At least 12 years of general experience in the TVET sector.
At least 8 years of experience as a senior manager in a TVET institute, including experience in leading industry engagement, competency-based course development, institutional professional development, on-line learning, flexible delivery and construction of education facilities.
Demonstrated experience integrating gender equality in TVET institutional management approaches and policy development
French language skills valued.
Previous work experience on ADB-financed or development-funded projects will be highly valued.
Experience in the South Pacific region preferred
Key Responsibilities:
Gain a clear understanding of the Vanuatu context within which VIT operates including its interrelationships with MOET, the VQA and other PSET providers.
Lead a team of international and national TVET specialists in all tasks related to supporting and strengthening VIT’s capacity to deliver its Strategic Plan objectives.
Establish a strong consultative and collaborative relationship with the VIT Principal, academic and corporate managers, and VIT Council Chair.
Coach and mentor VIT governance and management staff on best practice institutional policies, procedures and practice.
Develop a collegiate relationship between VIT and the ITI that will yield added value beyond specific contract deliverables.
Ensure all ITI inputs fully integrate gender equality and gender sensitive perspectives.
Ensure all ITI inputs are disability inclusive.
Take a lead role in the development of VIT’s gender focused Diploma of Leadership and Management qualification.
Develop comprehensive implementation plans and briefing notes for all ITI personnel prior to their first fielding.
Recruit two national specialists for communications/ICT and climate change.
Establish work plans, implementation schedules, and deliverables related to ITI personnel, to ensure the teams’ inputs are delivered in a timely manner and result in the achievement of expected outputs and contract outcomes.
Oversee on-line delivery of leadership and management courses for VIT managers and prospective managers and provide tutorial support as required.
Host study tours for VIT governance and management staff.
Ensure quality control processes are in place for all deliverables.
Support communications with all project stakeholders, including VIT, MOET, VQA, CSOs, PSET providers, industry, parents, students and development partners to maximise understanding of project approaches, to enable feedback, and to ensure high level coordination.
Maintain close linkages and work closely with PMT manager and staff to ensure efficient and consistent project implementation arrangements.
Support project monitoring and evaluation by maintaining extensive disaggregated data related to all ITI activities.
Provide monthly reports of outputs to the PMT and contribute to quarterly progress reports, with inputs from relevant consultants and stakeholders.
