North South Consultants Exchange is looking for an International Level expert to conduct mid-term review evaluation of an African Regional Minigrid Program (including Burkina Faso, Djibouti, Eswatini, Malawi and Nigeria).
The candidates must abide by the following requirements:
Education
· A Master’s degree or higher in a discipline relevant to renewable energy, environmental engineering, environmental science, development planning, project management, or a closely related field.
· Additional relevant certifications and training an added advantage.
Experience
· Relevant experience with result-based management evaluation methodologies, with experience in the evaluation of at least 3 similar projects required.
· At least 7 years of professional experience in the design, implementation, monitoring and evaluation of development projects in a relevant technical area.
· Experience in the evaluation of GEF-funded and/or projects implemented by the United Nations an added advantage.
· Experience in renewable energy projects (in particular related to off-grid electrification) preferred.
· Demonstrated understanding of issues related to gender and climate change, with experience in gender sensitive evaluation and analysis .
· Experience in leading several teams of experts to contribute to an overall similar assignment.
· Previous experience in Africa.
Language
· Fluency in written and spoken English required (Pass/Fail).
· Fluency in written and spoken French required for experts covering French-speaking countries as per Tables 1 and 2 in the TORs.
