Gender Equity and Social Inclusion (GESI) Specialist, USAID/Peru Program Cycle and Monitoring, Evaluation, Collaboration and Learning Support Activity, Peru

Proposal Objective:
Social Impact is bidding on the anticipated follow-on to the USAID/Peru Program Cycle and Monitoring, Evaluation, Collaboration and Learning Support Activity. The purpose of the activity is to provide technical support and/or services on relevant areas of the USAID program cycle. This includes support for effective planning, robust design, performance reporting, evaluations, conducting special studies, DQA, MEL, CLA, use of GIS, DIS, and KM at all levels to support programs and activities from Peru’s bilateral and South America regional portfolios, as well as from USAID Missions in South America. Overall, the ultimate expected results of this contract are to strengthen USAID’s program cycle systems in the bilateral and SAR programs and to enhance the capacity of local/regional entities in the use of evidence for programming, learning, and adaptive management. The project’s scope will likely include:
Design, implement, and disseminate evaluations, assessments, and special studies;
Provide technical assistance and training in monitoring and evaluation to USAID/Peru and its implementing partners;
Strengthen Government of Peru's monitoring and evaluation capacity;
Increase collaboration, knowledge management, and learning capacity of USAID to improve sustainability of outcomes.
Position Description:
Social Impact is seeking a full-time GESI Specialist to provide technical support through a GESI lens for activities related to the USAID/Peru MELS activity.
This will be a full-time position based in Lima, Peru for the duration of the contract, contingent upon contract award. The anticipated award date for the proposal is Summer 2025.
**Candidates based in Peru or with Peruvian citizenship are strongly encouraged to apply. International candidates with experience in Peru will also be considered.**
Responsibilities:
Participated in the development of the assessment design including methodology, instruments, and workplan, particularly in sections focusing on gender equality and social inclusion.
Conduct desk review, data collection and data analysis as assigned by the Chief of Party, particularly in the area of gender equality and social inclusion.
Participate in preparation and delivery of presentations on key findings, and recommendations to USAID and related stakeholders together with the USAID/Peru MELS team.
Participate in report writing and revisions as assigned by the Chief of Party, particularly on sections related to gender equality and social inclusion.
Work collaboratively with other team members throughout design, implementation, analysis, and report writing to complement each other's areas of expertise.
Qualifications:
Master’s degree in the field of international development, gender equity, community counseling, social sciences, or related field.
Minimum of eight years of demonstrated experience in monitoring and evaluation, particularly having applied a lens of gender equity and social inclusion to such technical work.
Previous experience supporting USAID Missions or USAID Implementing Partners in a similar capacity.
Demonstrated understanding of USAID initiatives, practices, and policies, including the USAID Localization Initiative, etc.
Excellent demonstrated ability to effectively interact with and develop relationships with USAID, local professionals, international donors, host country government counterparts, and implementing partners.
Experience managing MEL or CLA efforts in non-permissive environments and conflict zones, preferably in the South American region.
Proven supervisory, mentorship, and leadership capabilities for all levels of staff (employees and consultants).
Knowledge and understanding of the economic, ecological, social, cultural, and political characteristics of Peru preferred.
Excellent oral and written skills in both English and Spanish.
