SNKE 3 Local expert - Solid Waste Mangement (Urban Development Technical Facility)

Global objective

Provide recommendations to the EUD and the city of Douala to support the planning and implementation of a programme or project on SWM in the city of Douala focused on plastic waste management and recycling.Specific objective(s) of this assignment

1.     Conduct a critical review of Douala’s SWM system with available information, with an emphasis in existing material recovery practices and potential projects, particularly plastic waste management and recycling (public and private, formal and informal).

2.     Provide advice to EU and the city of Douala based on plastic waste management good practices from similar realities around the world, focusing on environmental impact, technical limitations, financial requirements, and scalability.

3.     Propose a set of plastic management and recycling programmes/projects potentially relevant for the improvement of Douala’s SWM system and perform a gap analysis.

4.     Suggest a priority programme/ project on plastic management and recycling to be supported by the 2021 EU Decision in the city of Douala.

5.     Present recommendations to strengthen Douala’s SWM system.

Qualifications and Skills  

§  Degree in environmental engineering, urban development, civil engineering, or similar, with excellent knowledge of institutional performance assessment. 

§  Excellent command of spoken and written French and English. 

§  Excellent knowledge of the stakeholder landscape sector in Cameroon. 

Professional Experience  

1.  At least 10 years of general experience in urban settings in developing countries.  
2. At least 3 years of professional experience in Solid Waste management.
3. Experience with relevant stakeholders in Cameroon (ministry of environment and /or local authorities in Douala is an advantage)
