Job Title:  Financial Expert

SUMMARY OF THE PROJECT
  
The overall objective of the follow-on operation - URP - is to support multi-sector investment schemes in the municipal and social infrastructure sectors that have been adversely affected as a consequence of the conflict in Ukraine, as well as relieving increased pressure on (social) infrastructure in other regions of the country due to the influx of lnternally Displaced People (IDPs).
  
SUMMARY OF THE POSITION
  
Support the MCTD/ Ministry of Finance for the contractual negotiations and contractual obligations and the process of payments related to the UERP & URP
  
The objective of this activity is to build capacity for good financial management and provide assurance to URP programme that the funds provided are allocated and paid effectively, timely and efficiently.
  
KEY RESPONSIBILITIES

  1. a) Prepare and provide to MCTD/MoF all necessary documents and evidence to meet contractual obligations under UERP & URP Framework Loan, including for monitoring and loan disbursements purposes.
  2. b) Provide MoF with information required for disbursements under the EIB loan and payment authorizations. This includes providing support to the MoF and MCTD in order to ensure: i) a proper and agreed planning of the EIB disbursements; ii) that the State budget foresees adequate disbursements of EIB funds for a smooth project implementation; iii) conditions precedent EIB disbursements are satisfied in time.
  3. c) Prepare and provide to MoF/MCTD all necessary supporting documents to process payments related to ERP & URP, and assist in processing the payments (upon specific request of MoF/MCTD, in agreement with the EIB), in accordance with the defined procedure.
  4. d) Ensure that adequate financial controls are in place to maintain propriety and proper accountability of expenditures.
  5. e) Ensure the financial transactions are properly authorized, recorded, have adequate supporting documentation, filled, maintained and can be easily extracted for the purpose of preparing financial statements; and financial audits.
  6. f) Monitor budgets and expenditures and contribute to preparation of budget revision.
  7. g) Liaise with MCTD and MoF Finance Officers to ensure compatibility of the project budget.
  8. h) Establish a computer-based monitoring system for expenditures:

(i)        MoF/ MCTD computer hardware and intranet system to be evaluated. Additional equipment needs to be defined (to be paid from Loan if required);
(ii)        MoF/ MCTD system software needs to be assessed. Additional software needs to be defined (to be paid from Loan if required).

  1. i) Support to Internal Auditing:

(i)        Orient MCTD, MoF internal audit staffs about current sound internal audit practices.
(ii)        Assist in internal audit tracking form that the MCTD, MoF has developed.

  1. j) Support to external Auditing:

(i)        Assist in audit tracking system that the MCTD, MoF has developed.
(ii)        Assist the MCTD, MoF finance staff in reporting about the status of external audit.
(iii)       Hold a workshop among the MCTD, MoF on internal and external audits.

  1. k) Support to financial monitoring:

-          Design a monitoring format for every project that can be made a crucial document for project clearance and final payment.
  
DELIVERABLES
  
A specific Financial Reporting section is to be included in each of the semestrial URP Reports
  
JOB REQUIREMENTS
Education:

  • At least University Degree in Finance, economics, business administration or equivalent

Minimum Experience:

  • 10 years experience in accounting or financial management.
  • 5 years' international experience (outside of country of residence) in accounting or financial management of infrastructure projects or programmes funded by International organisations
  • Experience on at least 2 urban/regional development projects concerned with one of the following fields: transport, urban renewal/rehabilitation, rehabilitation of public buildings (hospitals, schools, social centers, etc.) water and sanitation and/or solid waste management as a senior accountant/ financial expert.
  • Experience in setting up or upgrading a financial management system for a public/government institution
  • 3 years working experience in Eastern Europe, Eastern Partnership region or IPA countries

Language Proficiency:

  • English and Ukrainian
