Fondation de France

The Fondation de France is a private organization that collects and receives donations and legacies in favor of actions of general interest/common goods, then manages and redistributes them.

The Fondation de France defines specific programs that promote concrete and local actions carried out by non-profit organizations. In the context of emergency responses, it supports local operators if possible, who respond to the areas of intervention that it defines.

The “Turkey & Syria Solidarity” program

Two exceptional earthquakes struck southern Turkey and northern Syria on February 6, 2023, killing over 57,000 people, injuring more than 100,000 and destroying thousands of buildings; almost 18 million people were affected by the crisis.

As soon as the disaster was announced, Fondation de France launched an appeal for donations to help the affected populations. More than 13 million euros were raised thanks to the generosity of donors. A committee of volunteer experts has been set up: the Solidarité Turquie/Syrie committee. Context of intervention

This is the biggest natural disaster to hit the region in over 100 years, while Turkey and Syria were already marked by internal conflict and a high concentration of poverty.

In Syria, the major challenge remains access to humanitarian services for civilian populations already heavily affected by twelve years of war. The territory affected by the earthquake is fragmented into a mosaic of zones controlled by antagonistic forces, some of which are subject to sanctions or listed as terrorist organizations: the Damascus government, rebel forces of various persuasions, Turkish and pro-Turkish, radical Islamist and Kurdish. Against the backdrop of an ongoing war of attrition and highly volatile security conditions, humanitarian aid is mainly provided by local players and organizations with a good knowledge of the area and its constraints.

The area affected by the earthquakes, and more specifically Syria, poses a number of challenges to Fondation de France, in view of the various issues at stake (governance, insecurity/terrorism, accessibility, etc.). And the ways in which local and international players intervene must also be considered in the light of the complexity of the context and the risks involved.

Purpose of the consultancies

General purpose

The overall objective of the mission is to strengthen collaboration with local partners and the operational efficiency of the program in Syria (in earthquake-affected areas).

Fondation de France needs someone on the ground to provide a pragmatic external opinion in order to (i) prospect potential operational partners and (ii) monitor and evaluate projects financed by Fondation de France.

Fondation de France wishes to benefit from an external consultancy to help it identify and support the leaders of relevant local projects in the field, North West Syria

Activities

  • Identify, on the ground and in coordination spaces, local organizations/initiatives that respond effectively to the needs of populations affected by the earthquake
  • Conduct reputational analysis of potential new local organizations: Investigate/study applications for funding, including examining the documents available on the association and visiting it if necessary
  • Support them in the proper understanding of the information requested by Fondation de France, before the examination of their applications for funding by the head office (Paris)
  • Visit and evaluate projects supported by Fondation de France in Syria (Afrin, Idlib, Aleppo, Azaz, Jinderes etc.)
  • Make recommendations to the head office team on the strategy to adopt according to the evolution of the humanitarian situation.

• Participate to the Turkey & Syria Solidarity Committee to share information on the situation of the allocated area and explain the applications for funding submitted if necessary (consultants do not have the right to vote on the committee)

• Facilitate all networking and coordination actions between local actors supported by Fondation de France (dialogue, meetings, workshops, etc.)

Work organization

Management:

The work of the consultants is supervised by the Emergencies Project officer, who can facilitate contacts with resource organizations and ensure day-to-day communications. Regular updates are carried out between the consultants and the salaried team to ensure the coordination and cohesion of the operation.

Provisional timetable :

Applications may be communicated without delay to Fondation de France, which reserves the right to end this call for tenders as soon as the persons sought are identified.

The duration of the initial mission is 3 months, renewable according to the needs.

Applications and selection procedures

Profile

Organized, autonomous and with a good knowledge about civil societies in Syria, you have strong interpersonal skills. You have already worked in the humanitarian or social action sector in Syria, and have a solid network there. Your experience gives you the ability to analyze the strengths and weaknesses of a project, and to monitor the global humanitarian situation in your territory.

The consultant must be able to travel to North-West Syria (earthquake zone: Idlib,Afrin, Aleppo, Azzaz, Jinderes) and is invited to send Fondation de France a technical offer presenting

How to apply

  1. Submission of applications

Consultants are invited to send to Fondation de France a technical offer presenting:

  • A work methodology that meets these specifications
  • At least 1 or 2 references for similar work and expertise in Syria
  • A motivation letter explaining their interest in the mission and their added value in Syria,
  • A curriculum vitae or a short biography retracing the professional career and highlighting the references on similar work (humanitarian / human rights /social work)

  1. Selection methods

The choice of consultants will be made by the Solidarity Turkey & Syria committee the Fondation de France in view of the files received.

A contract will then be established between the consultants and the Fondation de France.
