Dutystation: multiple sites in Ghabawi and Ghor area - projects’ location, Jordan

Functional responsibilities

  • Under the direct supervision of the Lead Civil Engineer the Civil Engineer will undertake following tasks/duties in geographically determined area of responsibility:
  • Construction works supervision

  • Quality Assurance

  • Monitoring and progress control


1. Construction works supervision

  • Provide expert opinion/advice to the Project Managers and the Lead Civil Engineer on all engineering issues for assigned works.
  • Conduct needs assessment of the building and structures that are to be reconstructed and provide comprehensive needs assessment reports.
  • Contribute to development, implementation, monitoring and updating of the Project plans and strategies to ensure delivery according to the scope budget and time.
  • Provide regular reports to the Project Managers and the Lead Civil Engineer and provide inputs for the periodic and final Reports to inform donors and the key stakeholders on Project progress.
  • Keep oversight of contractors and contract execution for the lead civil engineer to ensure delivery according to the scope, budget and time and in compliance with the technical documentation.
  • Provide recommendation on Terms of Reference, scope of works and all technical documents/designs in line with national legal framework and UNOPS norms and standards.
  • Ensure that documentation on site are kept according to the valid law for planning and construction (daily logs, quantity books, approvals, act of appointments, tests, attest documentation).
  • Under the guidance of the lead civil engineer, mantain the cooperation with the construction supervisors, contractors, designers and local authorities.
  • Ensure the Construction Supervisor provides reports on the activities specified within the valid law for planning and construction.
  • Report to the Lead civil engineer on health and Safety procedures on the site and notify the Supervisor of any irregularities immediately after.
  • Perform other duties as assigned by the Lead Civil Engineer in the agreed timeframe.

2. Quality Assurance

  • Supervise the quality of the construction materials and collect attest documentation.
  • Verify and contribute to technical specifications of products, apparatus, services and associated quality material.
  • Ensure the contractor provides a method statement for works prior commencement and performs the quality check of the presented document.
  • During the Defect Notification Period (DNP), report to the supervisor as required so s/he can liaise with the contractor to fix in a timely manner issues that arise and are covered by the defect notification period.

3. Monitoring and progress controls

  • Conduct needs assessment of the building and structures that are to be reconstructed and provide comprehensive needs assessment reports.
  • Review and contribute to the Contractor's Quality Health and Safety, Social and Environment plans and ensure its compliance.
  • Report on site works to inform the supervisor whether these are provided in accordance to all Health and Safety, Social and Environmental requirements, norms, national and international best practices
  • oordination of meetings with the contractors, technical supervisors and other stakeholders as necessary and provide minutes of meetings for construction-related meetings.
  • Provide Site Visit Reports on Project related activities, specifying work progress and arising issues.
  • Contribute to development, implementation, monitoring and updating of the Project plans and strategies to ensure delivery according to the scope budget and time.
  • Provide UNOPS with photographic (before, ongoing, after) and reports including lessons learned.

Impact and Results
  • Assigned civil works / infrastructure projects implemented following the envisaged timeline, budget, in line with national construction legislation and UNOPS norms and standards.
  • Strong technical contribution to individual project development, including financial aspects.
  • Reports from meetings and site visits produced within 2 working days.
  • Provision of photo documentation illustrating the infrastructure activities on the site.
  • Timely, accurate and worthy contribution for all reports envisaged as standard project reporting.

The effective and successful achievement of results by the Civil Engineer directly impacts on achievement of the projects and consequently reinforces the visibility and image of UNOPS as an effective service provider in project services and management and strengthens its competitive position as a partner of choice in sustainable development and project services

 

Education/Experience/Language requirements


Education:

A First level university degree (Bachelor or equivalent) in Civil, Structural or Infrastructural Engineering

Certification
:

  • Professional License Registration as a Civil or structural engineer is required

  • PMP certification is an asset


Expereince:

  • A minimum of two years of relevant professional civil engineering experience

  • Experience in civil works design and construction, supervision and/or implementation of buildings construction and reconstruction for medium to large scale construction projects is required.

  • Strong computer skills and advanced working knowledge of google forms are considered an asset

  • Project Management knowledge & skills are an asset

  • Experience working in Engineering and/or Construction Management is an added advantag.


Language Requirements

  • Fluency in spoken and written English is required

  • Fluency in Arabic is required
