Support to Serbia's Participation in European Union Programmes

 Team Leader (TL):

• General description of the position: The Team Leader will have the overall responsibility for the smooth running and timely implementation of all project activities and the efficient use of project funds. Team Leader will be responsible for all technical aspects of the project, including implementation of project activities, delivery of outputs, quality control of outputs and liaison with the Contracting Authority (CA) and the Beneficiaries, as well as of reporting. Team leader will be responsible for the preparation of the project action plan and its regular revision and update.
• Expert category: Place of Performance - Cat. II (>6 years of experience)
• Qualifications and skills required: Completed university studies of at least three (3) years, attested by a diploma in the field of economics, management, social sciences, applied sciences or similar or in the absence of completed university studies five (5) years of relevant professional experience in addition to the minimum requested general professional experience.
• General professional experience: A minimum of six (6) years of postgraduate professional experience in design and/or implementation of EU funded projects/ programmes.
• Specific professional experience:
  • Minimum three (3) years of experience as a key expert in the implementation of EU funded technical assistance projects;
  • Experience in coordination, managing and leading working teams in at least two (2) EU funded tehnical assistance projects; proven experience on providing Project Cycle Management (PCM) training;
  • Proven experience of working on Union programmes gained in at least two (2) projects would be an asset. (Union Programmes to be considered as programmes in which Serbia participates according to International Agreement that has been signed with the EC, such as Horizon Europe, Erasmus+, Creative Europe, Civil Protection Mechanism, Customs, Single Market Programme (SMP), European Social Fund + (ESF+), Digital Europe Programme (DIGITAL), The Citizens, Equality, Rights and Values Programme (CERV), Fiscalis or their predecessors)
• Language skills: Fluent in English language (both written and spoken), at least C1 level
• Number of working days: 500 days

Capacity building expert :

• General description of the position: Capacity building expert will be responsible, together with the team leader, for preparing training toolkits for each Union Programme and coaching to National Contact Points (NCPs).
• Expert category: Place of Performance - Cat. II (>6 years of experience.
• Qualifications and skills required: Completed university studies of at least three (3) years, attested by a diploma in the field of economics, management, social sciences, applied sciences or similar, or in the absence of completed university studies five (5) years of relevant professional experience in addition to the minimum requested general professional experience
• General professional experience:
  • Minimum six (6) years of postgraduate professional experience in EU funded projects in the EU Member States or candidate countries in the areas covered by Union programmes
  • Proven experience on providing PCM training
• Specific professional experience:
  • Minimum three (3) years of proven professional experience in capacity building of civil servants
  • Experience in at least two (2) technical assistance EU-funded projects in areas covered by Union Programmes
  • Experience in providing training to potential applicants and/or beneficiaries of Union Programmes in IPA countries would be an asset.
• Language skills: Fluent in English language (both written and spoken), at least C1 level. Knowledge of Serbian language will be considered as an asset
• Number of working days: 300 days

Communication and visibility expert:

• General description of the position: Communication and visibility expert will be responsible for developing communication and visibility tools on Union Programmes and coaching to NCPs and potential applicants on communication and visibility activities
• Expert category: Place of Performance - Cat. II (>6 years of experience)
• Qualifications and skills required: Completed university studies of at least three (3) years, attested by a diploma in the field of social sciences, communication, public administration or equivalent, or in the absence of completed university studies 5 years of relevant professional experience in addition to the minimum requested general professional experience.
• General professional experience: Minimum six (6) years of postgraduate professional experience in EU funded projects in the EU Member States or candidate countries in areas covered by Union programmes
• Specific professional experience:
  • Minimum three (3) years of proven experience in communication at programme/project level;
  • Proven experience on communication and visibility gained in at least two (2) EU-funded projects
  • Proven experience of working on Union programmes gained in the EU-funded projects would be an asset.
• Language skills: Fluent in English language (both written and spoken), at least C1 level. Knowledge of Serbian language will be considered as an asset
• Number of working days: 100 days

Capacity building and training expert:

• General description of the position: Capacity building and training expert will be in charge to identify learning methodologies and tools that will most effectively build the capacity of the beneficiary staff and potential applicants. The expert will be responsible for identifying training needs, designing and delivering training programs, and evaluating their effectiveness.
• Expert category: Place of Performance - Cat. II (>6 years of experience)
• Qualifications and skills required: Completed university studies of at least three (3) years, attested by a diploma in the field of HR, management, social sciences, applied sciences or similar, or in the absence of completed university studies 5 years of relevant professional experience in addition to the minimum requested general professional experience.
• General professional experience:
  • Minimum six (6) years of postgraduate professional experience in EU funded projects in the EU Member States or candidate countries in the areas covered by Union programmes
  • Proven experience on providing PCM training
• Specific professional experience:
  • Minimum three (3) years of proven professional experience in capacity building of civil servants
  • Minimum three (3) years of experience in designing and conducting trainings to civil servants
  • Experience in at least 2 technical assistance EU-funded projects in areas covered by Union Programmes
  • Experience in providing training to potential applicants and/or beneficiaries of Union Programmes in IPA countries would be an asset
• Language skills: Fluent in English language (both written and spoken), at least C1 level Knowledge of Serbian language will be considered as an asset
• Number of working days: 300 days

IT/database developer expert:

• Expert category: Place of Performance - Cat. II (>6 years of experience)
• Qualifications and skills required:
  • Completed university studies of at least three (3) years, attested by a diploma in the field of computer Science, information Systems, and computer Engineering or equivalent, or in the absence of completed university studies five (5) years of relevant professional experience in addition to the minimum requested general professional experience.
  • Proficiency in designing robust, scalable database structures to support applications and business needs.
  • Ability to create schemas, tables, indexes, views, and stored procedures that optimize data storage and access.
• General professional experience: Minimum six (6) years of postgraduate professional experience in designing, building, testing and maintaining database objects such as tables, views and stored procedures
• Specific professional experience:
  • Minimum three (3) years of proven experience in developing IT tools for gathering data; e-learning tools and platforms and ensuring that these systems database architecture meets the organization’s needs in EU-funded technical assistance projects
  • Proven experience of working on developing IT tools on Union programmes gained in the EU-funded projects would be an asset.
• Language skills: Fluent in English language (both written and spoken), at least C1 level. Knowledge of Serbian language will be considered as an asset
• Number of working days: 100 days
