Title: International TVET technical adviser (TVET– TA)

Services Designation: International TVET technical adviser for Project RWA/030 – “Improving Skills for Holistic Employment in Modern Agriculture (ISHEMA)”

Location: Kigali, Rwanda

Starting date: 02.01.2025

Duration: 42 months, with a possible extension

1. BACKGROUND

The “Improving Skills for Holistic Employment in Modern Agriculture (ISHEMA) project – RWA/030 aims to contribute to Rwanda’s ambition to sustainably transform agricultural systems in Rwanda and increase livelihoods through enhanced climate-resilient Technical and Vocational Education and Training (TVET) in agriculture. To achieve this, it will focus on 

      1)          Improving access to high-quality skills and formal certification in agriculture, food processing and animal health, especially for women, youth and people with disabilities

      2)          Enhancing effectiveness of mechanisms for agricultural innovation and learner's insertion in the agricultural labour market, especially for women, youth and people with disabilities

The ambitions of the project perfectly align with Luxembourg’s general Development Cooperation strategy “Road to 2030” which aims to strengthen the vocational training system in partner countries and support employability of women and youth in order to enhance the socio-economic integration of these target groups.

The project will run for six years from 2024 to 2030, with a budget of 30 000 000 EUR.

2. OBJECTIVES

The international TVET Technical Adviser for the Rwanda TVET Board (TVET TA - RTB) is part of the RWA/030 Project Coordination Office (PCO) and is responsible for supporting RTB on the capitalisation of lessons learned, and their dissemination, on the pilot TVET Centres of Excellence (CoE) in Rwanda as well as providing technical assistance and capacity building support to RTB in various areas related to skills development such as policy making, strategic support, sector coordination, etc.

The TVET TA – RTB will promote LuxDev’s values in the field. He/She passes LuxDev’s main mission, namely capacity building. He/She participates in the implementation of the Agency’s vision. In this view, he/she ensures that all processes defined by the Agency are implemented in accordance with the Agency’s Quality Manual.

3. RESPONSIBILITIES

Supporting in implementing activities

·     support RTB in establishing and operationalising TVET CoE in Rwanda ;

·     ensure RTB’s involvement in the implementation of the ISHEMA project (including the project’s procurements), foster the appropriation of the ISHEMA project by RTB and partners ;

·     ensure harmonisation of TVET CoE projects and foster synergies and mutualization ;

·     support RTB’s collaboration with the Sector Skills Councils.

Supporting in results monitoring and reporting :

·     guide RTB and the PCO in establishing and analysing objectively verifiable indicators, with baseline and target values, updating the logical framework and the M&E matrix of the ISHEMA project ;

·     support RTB and the PCO in collecting data and monitoring progress of the indicators.

Managing information

·     lead on knowledge management on TVET CoE (such as the establishment of an institutional knowledge mechanism)

·     lead on capitalisation on TVET CoE (such as drafting of capitalisation documents)

·     lead on TVET CoE communication (informing beneficiaries, communicating efficiently for a greater visibility of the results, etc.)

Developing capacity

·     develop capacity at an individual level for RTB staff working on TVET CoE projects (identify training needs, draft a CD plan, deliver training to groups or individuals, etc.)

·     develop capacity at an organisational level (support the drafting of policies, strategies, processes and procedures, assist the development, implementation or strengthening of management tools, support in development mechanisms promoting the flow and dissemination of information, etc.)

·     develop capacity at an institutional level (advise and support RTB in the development, monitoring and evaluation of a strategy, policy, budget, advise on the development of objectives and results).

Representing LuxDev and RTB

·     represent LuxDev and RTB within the parameters defined in the agreements between LuxDev, RTB, and the Governments of Luxembourg and Rwanda, as well as any relevant clause in the TFD.

·     work in close collaboration with other execution agencies 

4. PROFILE

·     a relevant Masters degree in Education, Business or related area is required ;

·     minimum 10 years of relevant experience in TVET, preferably within international development contexts ;

·     demonstrated experience in areas such as policy making, strategic support, and sector coordination ;

·     proven ability to develop and implement capacity-building initiatives across individual, organizational, and institutional levels is essential;

·     experience working with government agencies is highly valued;

·     previous involvement in establishing TVET Centres of Excellence or similar initiatives is greatly appreciated;

·     a strong track record in knowledge management, monitoring and evaluation (M&E), and reporting is essential and familiarity with the local context of Rwanda is highly valued;

·     fluency in English is required, knowledge of French and/or Kinyarwanda is advantageous;

·     strong intercultural competence and networking abilities are necessary to collaborate effectively with diverse stakeholders.
