Technical Assistant to Support the European Affairs section within the Egyptian Ministry of Planning, Economic Development and International Cooperation

The Global Objective of this contract is the smooth implementation of the development cooperation with the EU in the framework of the Partnership Priorities, the Strategic and Comprehensive Partnership and the programming documents. The Specific objective of this contract is to provide capacity building to the European Cooperation Sector within MoPEDIC as well as line ministries when necessary for the effective delivery of their mandate regarding EU development cooperation.  

KE1: Team Leader/Institutional Building Expert:

• General description of the position: Key expert have a crucial role in implementing the contract and he/she will be the Team Leader.
• Expert category: Place of performance - Cat. I (>12 years of experience)
• Qualifications and skills required: At least Master Degree academic level in Management, Business Administration, Economy or equivalent
• General professional experience:
  • Proven experience of at least 12 years in Institutional Building in the framework of development cooperation
  • Excellent reporting and diplomatic skills
• Specific professional experience:
  • Proven experience of at least 5 years in leading Technical Assistance Assignments related to Institutional Building
  • Proven experience of at least 5 years in working with governmental executive officers
  • Proven experience of at least 5 years in the development of monitoring and evaluation systems for large international cooperation programmes
  • Proven experience of at least 3 years of project management. Experience in EU-funded projects or programme is an asset.
  • Experience of at least 2 designs of large-scale international cooperation projects and programmes.
  • Proven international experience outside country of origin.
  • Experience of work in the European Southern Neighborhood region is an asset
  • Experience in conducting stakeholders’ consultations and analysis is an asset.
  • Language skills:
    • Fluency in written and spoken English is mandatory. Knowing of Arabic is an advantage for better communications with the beneficiaries and stakeholders
    • Excellent reporting and diplomatic skills Languages levels are defined for understanding, speaking and writing skills by the Common European Framework of Reference for Languages available at https://europass.cedefop.europa.eu/en/resources/european-language-levels-cefr and shall be demonstrated by certificates or by past relevant experience.
• Number of working days: 200 days in Cairo, Egypy, plus 50 days home-based.

KE2: Private Sector and guarantees expert:

• Expert category: Place of Performance - Cat. II (>6 years of experience)
• Qualifications and skills required: • At least Master Degree academic level in Finance, Banking, Business Administration, Economy or related discipline • Excellent reporting and diplomatic skills
• General professional experience:
  • Proven experience of at least 6 years in development and concessional finance
  • Proven experience of at least 6 years in a private sector firm or financial institutions in charge of financing public and private sector operations
• Specific professional experience:
  • Proven experience of at least 5 years in private and large public investments
  • Proven experience of at least 5 years in providing capacity building/coaching services to governmental executive officers
  • Proven experience of at least 2 in the successful promotion of large-scale private or public investment operations for financing under unfunded instruments, such as guarantees. Experience under the EFSD/EFSD+ guarantees would be an asset
  • Proven experience of at least 2 years of conducting stakeholders’ consultations and analysis is an asset. • Proven international experience outside country of origin.
• Language skills:
  • Fluency in written and spoken English is mandatory. Knowing of Arabic is an advantage for better communications with the beneficiaries and stakeholders
