Key Expert 2: Environmental Policy Expert
Under the supervision of the Team Leader, the Environmental Policy Expert will provide technical advice and support to the implementation of various activities. She/he will support the identification of technical content (topics, stakeholders, short-term experts, etc.), drafting of specific ToRs, monitoring and reporting on the technical activities, etc.

The Environmental Policy Expert is expected to work full-time (220 days per year) during the 36-month project duration. At least 80% of the time should be spent in the operational base of the project, i.e. Beijing, China.

Qualifications and skills
• University Degree, attested by a diploma, in a discipline relevant to this assignment, such as environmental science/engineering, environmental law/economics, environmental policy/management, climate change, international development, etc.
• Excellent communication and reporting skills.
• High proficiency of Chinese and of English (oral and written), at least at CERF-level C1 to be demonstrated by certificate or by past relevant experience.

General professional experience
• Minimum 5 years of post-graduate experience in a subject/area relevant to the scope of the assignment, such as environment, green economy, climate change, etc.

Specific professional experience
• Preferably at least 6, but minimum 3 years of post-graduate experience in China, working on policy analysis or research type of tasks in the field of environment, or climate change or green economy.
• Preferably at least 5, but minimum 3 years of experience in project implementation, assuming similar roles in supporting policy and technical exchanges and collaboration between China and international communities/stakeholders.

In addition to the minimum requirements described above, the following assets apply. The assets will not form a basis for the rejection of an offer but will be used to further assess the strengths of a key expert that meets the minimum requirements:
• Good knowledge, backed up by academic and/or professional experience, of EU and/or EU Member States’ environmental cooperation with China.
• Knowledge and experience of following up multilateral environmental agenda and related discussions, in format of producing analysis and short papers, organizing seminars with key stakeholders, etc.
