Functional responsibilities
The Climate Change Analyst will report to the Partnerships Development Senior Manager. The Climate Change Analyst serves as the close counterpart of the NDC Partnership In-country Facilitator, strengthening the NDC Partnership’s interface in the country and operating as a liaison between the country and other NDC Partnership members. The incumbent will be embedded in the Department of Climate Change, MoNRE. The role is purely one of coordination and supportive facilitation to ensure smooth implementation of the Country Engagement Process. The support and coordination work involves technical, operational, and research support to the In-country Facilitator for working closely with MoNRE and MPI in the implementation of the NDC, NAP, TNA, LT-LEDS, and Green Growth Strategy and Action Plan. The Climate Change Analyst will also liaise with the NDC Partnership Support Unit for vertical information-sharing, including contributing to and accessing knowledge products.
The embedded Climate Change Analyst will implement all tasks under the direct supervision of the Partnership Development Specialist and in close coordination with the In-country facilitator. He/she will also work in close collaboration with the NDC Partnership Support Unit, the Department of Climate Change, MoNRE and MPI. He/she will need to bring his/her own laptop to the Ministry's duty station. This is a full-time national vacancy/position based in Hanoi, Vietnam, for twelve (12) months with the possibility of extension depending on performance and on availability of funds.
* This is a Homebased position, meaning that the incumbent will not work from a UNOPS office but from the government facilities. Therefore, the incumbent will need to use his/her own laptop and software.
** As this is a Local Position, in order to be eligible, the incumbent should be a national of Vietnam or have a valid residence permit in the Country.

The following responsibilities are part of the Climate Change Analyst role in the Vietnam;
Facilitation of updated NDC
Support MoNRE, Vietnam, and the NDC Partnership Support Unit in strengthening theNDC Partnership's in-country engagement.
Strengthen the coordination, tracking, and monitoring mechanism(s) for the support provided by development partners on the NDC development and implementation.
Support the In-Country facilitator in theadvisory to the government on potential and appropriate implementing and development partner/s for each action/priority and identify the roles and responsibilities of each stakeholder.
Coordination and communication with key stakeholders
Ensure that communications relevant to NDC Partnership engagement are shared with relevant national and international level stakeholders, including building and maintaining long-term collaborative partnerships.
Under the guidance of the Facilitator, develop and maintain a stakeholder map of government agencies and development organizations relevant to NDC implementation, including contact information and role in NDC processes.
Support the facilitator in periodic coordination and information exchange among partners in Vietnam, with the aim of leveraging and mobilizing their respective advantages in support of the implementation of NDC, NAP, TNA, LT-LEDS, Green Growth Strategy and Action Plan, and JET-P RMP.

Prepare Quarterly country engagement update reports in close coordination with theIn-country facilitator.
Collaborate with the Support Unit to document changes in the operating context and provide support to MoNRE, MPI and other key stakeholders in decision-making processes.
Coordinate with the NDC Partnership and support the organization and logistics preparation of scoping and technical missions to Vietnam.
Provide support in the drafting of country engagement reports and other reporting tasks for the NDC Partnership.
Facilitate the translation of key documents, training materials, presentations and others in Vietnamese.
Organize NDC-related meetings as needed
Support the organization and logistical preparation of Partner Coordination Meetings and other national multi-stakeholder NDC dialogues, including report writing.
Any other relevant support needed by MoNRE and MPI to coordinate development partners.
Education/Experience/Language requirements
Education
An advanced degree (Masters or higher) in either climate change, public policy, sustainable, environment management, or a similar relevant field.
Bachelor's degree in a related discipline in combination with an additional 2 years of relevant work experience may be accepted in lieu of an advanced university degree.
Experience
Required
At least two years of experience in either public policy, climate/environment, sustainable development or any other relevant field.
Asset
Experience with public service organizations in Vietnam is desirable.
Familiarity with UNFCCC processes, including Conference of Parties (CoP), NDC, and past experience in the government’s climate change process is an asset.
Language
