We have received a new opportunity from the European Commission: " Support to Coordination of the EU Development Interventions in Nigeria" - SEA-2023-28766 as part of Lot 9: Democracy, human rights,rule of law,gender
equality and human rights based approach (hrba)
The assignment is based in ABUJA, NIGERIA. The indicative start date is 13/01/2025. The period of implementation of this contract will be 12 months from this date (indicative end date 13/01/2026).
Global Objective
The overall objective is to support the FMBEP in strengthening existing capacities for coordination of the EU development interventions in Nigeria. Given the limited budgetary resources in carrying out the key mandates of the EU Unit of the FMBEP relevant to effective implementation of the EUMIP for Nigeria, it is pertinent to support key activities. This objective is complementary to the economic blueprint of the current Administration, i.e the Medium Term Plans of the Nigerian Agenda 2050 are also critical in meeting the targets of the Sustainable Development Goals (SDGs). The timing of the action is therefore relevant for facilitation the implementation of the recommendation from the review of the National Development Plan (NDP) and MIP. The proposed activities for this action will support all the thematic sectors and actions of the EU – MIP 2021 – 2027.
The expertise required for the implementation of the contract is detailed below:
ADVISOR TO THE UE UNIT WITHIN THE FMBEP - CAT II (>6 YEARS EXPERIENCE)
General description: The Key Expert will support the Ministry of Planning in achieving two key objectives: Strengthening the understanding and capacities of key actors involved in the application of new modalities for the implementation ofEU-funded interventions at both national and regional levels. Enhancing theMinistry's administrative systems, structures, and capacity to effectively monitor, evaluate,coordinate, and report on EU development assistance. This role is crucial in ensuring that the Ministry of Planning can effectively utilise EU development assistance, leadingto sustainable development outcomes for Nigeria. The expert will play a pivotal role in accompanying the Ministry's capacity to manage and implement these interventions, ensuring alignment with the Country's development plan.
Qualifications and skills required: - A degree in public administration, developmentstudies, international relations, economics, or a related field. - Demonstrated team management abilities with experience in leading multi-disciplinary teams. - Excellent communication and interpersonal skills, with the ability to engage effectively with senior government officials, and other stakeholders as well as ability to facilitate discussions. General professional experience: Experience in Development Cooperation: At least 6 years of professional experience in international development cooperation, with a focus on governance, public sector reform, or capacity building. Experience with Public Administration: At least 1 experience working with or within public administration,
particularly in policy implementation, public sector reform, or institutional capacity building. Understanding of EU procedures: At least 2 years of specific experience working on EU-funded interventions, with a solid understanding of EU procedures,modalities, and requirements including in-depth knowledge of EU development policies.This includes good understanding of private sector dynamics and leveraging innovative financing for development.
Specific professional experience: Capacity Building Expertise: Demonstrated Minimumof 2 relevant experiences in designing and delivering capacity-building programs aimed at strengthening institutional frameworks and administrative systems Monitoring and Evaluation Expertise: Proven experience in developing and implementing monitoring and evaluation frameworks for development projects, with a focus on results-based management. Experience in Government Advisory: Experience providing advisory services to government ministries or agencies on public administration, policy implementation, or donor coordination. Regional Experience: Experience working in
Nigeria, in particular with the Nigerian civil service Knowledge of EU Development Policies: In-depth knowledge of EU development policies, particularly in the context of external aid and international cooperation. This includes good understanding of private sector dynamics and levering financing for development
