Expert on youth outreach work (cat II)

Title of assignment: Policy advice on outreach to young people not in employment, education or training (NEETs) in Montenegro Deliverables:

1. Implementation plan including timeline, activities envisaged, working methods and, a final proposal on how to design outreach considering context and needs of NEETs;
2. A comprehensive, practical and actionable proposal for an approach to outreach towards NEETs considering context and needs of NEETs;
3. Proposal of a communication approach in support of outreach considering context (regional, economic, cultural, enterprise availability etc.) and needs of NEETs;
4. Written input and support to the ETF initiative aimed at developing a method for assessing quality and progress of outreach. Start date: December 2024 End date: November 2025

Requirements:

• At least 10 years of continuous experience in designing and/or implementing youth work activities including outreach and communication to inactive and disengaged young people
• Experience in cooperation and collaboration with a diverse stakeholder group (ministries, public employment services, social partners, CSOs and NGOs such as youth organisations, youth and social workers, and others)
• Excellent drafting skills proven by a list of publications, reports etc.
• Strong teamworking skills

Language skills: C1 English skills and mother tongue Montenegrin

• Knowledge of and experience in career guidance for young people
• Knowledge of needs of NEETs in Montenegro
