Functional responsibilities
Under the overall supervision of the Senior Programme Manager and direction supervision of the Application Architect, the ICT Specialist will carry out his/her tasks at Valencia, Spain.

Manages projects involving feasibility studies, business analysis, systems analysis, design, development, and implementation of moderately complex systems, and/or, participates as a member of a technical team with responsibility for major components of the more complex systems.
Develops detailed business requirements, wireframes, system and other functional specifications and user documentation for major systems.
Engages with clients to provide technical advice to users, analyzing users’ requirements and translating these to technical requirements for development and deployment on enterprise platforms.
Researches, analyzes, and evaluates new technologies and makes recommendations for their deployment.
Maintains, troubleshoots, and provides continuing user support, to include resolving difficult problems, and technical advice.
Organizes and performs unit and integrated testing, designing, and utilizing test bases; assists users acceptance testing.
Develops training materials, operating and user manuals; trains staff in assigned systems.
Participates in writing reports and papers on systems-related topics, system requirements, information strategy, etc.
Provides guidance to, and may supervise, new/junior staff, consultants, etc.• Performs other related duties as assigned.
The effective and successful achievement of key results by the ICT Specialist directly affects the overall efficiency and effectiveness of Project impacting the timely and effective implementation of the respective services and deliverables. This ensures client satisfaction and promotes the image and credibility of UNOPS as an effective service provider in project services and management. This enhances UNOPS’ competitive position as a partner of choice in sustainable development and project services in the country/region served.
Education/Experience/Language requirements
Advanced university degree (Master's degree or equivalent) preferably in computer science, information systems, mathematics, statistics, or a related field with five (5) years of relevant experience is required or,
A first-level university degree (Bachelor's degree or equivalent) in the above mentioned fields of study, with seven (7) years of relevant work experience will be given due consideration in lieu of the advanced university degree.
