Organizational Context and Scope

The International Organization for Migration, the United Nations (UN) Migration Agency, is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all and it does so by providing services and advice to governments and migrants.

IOM works to help ensure the orderly and humane management of migration, to promote international cooperation on migration issues, to assist in the search for practical solutions to migration problems and to provide humanitarian assistance to migrants in need, including refugees and internally displaced people.

As part of its activities in Kosovo, IOM provides direct assistance and protection-sensitive responses to migrants to facilitate their local integration and assists in building capacity of Kosovo authorities and other relevant stakeholders to develop and implement policies and measures in the area of migrant integration.

Under the overall supervision of the Chief of Mission (CoM), and the direct supervision of the Project Coordinator, the Integration Officer will be responsible for the coordination and implementation of project activities relating to capacity building and for providing technical support for the development and implementation of policies and measures in the area of migrant integration.

Responsibilities and Accountabilities

  1. Effectively coordinate, evaluate and report on project activities relative to capacity building and policy development and implementation in the area of migrant integration. Provide technical information and support to Kosovo authorities and other relevant stakeholders on developing measures facilitating migrant integration.
  2. Provide technical, administrative and/or logistical support for the development and delivery of training for different stakeholders that enhances their capacity to develop and implement integration measures and to promote tolerance and openness towards migrants.
  3. Maintain effective working relationships and liaison with government entities, local authorities, civil society organizations, private sector, UN agencies, donor counterparts and other stakeholders to encourage and facilitate migrant integration and the establishment of sustainable support mechanisms.
  4. Provide technical support for the development and implementation of individual integration plans for migrants, based on an individual needs assessment, to facilitate the identification of strengths, challenges, opportunities and potential support networks.
  5. Assist with the development of orientation programmes and comprehensive information platform/tools for migrants in Kosovo, and coordinate implementation.
  6. Provide technical inputs and support for the development and implementation of information campaigns targeting host society, for enhancing its readiness to accept newcomers and for promoting tolerance and inclusiveness.
  7. Check adherence with IOM’s policies, values, principles and standards as well as synergies with other IOM’s initiatives and programmes.
  8. Coordinate the collection, verification and analysis of data and background information; ensure the timely update of information management systems and social media platforms on project related activities, including project awareness and visibility, summaries, press releases and other relevant materials.
  9. Contribute to and coordinate the implementation of CO strategies, programme strategies and methodologies for strategy development, facilitate the monitoring and review through a consultative process with senior management and program staff, and coordinate distribution to donors, authorities, partners, other UN agencies and stakeholders.
  10. Perform such other duties as may be assigned.

Required Qualifications and Experience

EDUCATION

  • Master’s degree in Humanitarian Affairs, Development Studies, Political Science, Social Sciences, International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above field with four years of relevant professional experience.

EXPERIENCE

  • Experience in the field of migrant integration, including in capacity development and implementation and evaluation of integration measures;
  • Experience in managing, coordinating and/or supporting projects and programmes;
  • Experience in development and delivery of training;
  • Solid experience in liaising with governmental authorities, other national and local institutions, civil society, international organizations, and private sector; and,
  • Experience in data collection and analysis.

SKILLS

  • Expertise in migrant integration and a capacity to apply this to a range of contexts and situations;
  • Sound knowledge and understanding of migrant integration processes and policy issues;
  • Track record of supporting governments, civil society and other stakeholders to understand and address migrant integration challenges;
  • Excellent communication skills, including presentation and facilitation skills;
  • Proven organizational skills, including the ability to manage projects and achieve expected results;
  • Strong relationship-building skills and experience in external representation and liaison with diverse stakeholders, such as governments, UN partners, civil society and the private sector;
  • Proven ability to work effectively and harmoniously within a team of colleagues from varied cultures and professional backgrounds;
  • High sense of responsibility and motivation; and,
  • IT proficiency with Microsoft applications., including Word, Excel, and PowerPoint.
