Key Qualifications, Skills and Experience

  • Master’s degree in business management, development economics, education, or related field.
  • 10 years of experience in managing and coordinating large externally aided projects related to skill development.
  • Extensive experience in skills development initiatives in the Pacific and other international projects with deep knowledge of TVET programs in PNG and international best practices.
  • Proven record in successfully managing diverse skill development programs in governments or private sector, preferably in multilateral-financed programs, with sound financial management, effective personnel, and stakeholder management.
  • Demonstrated outcomes of successful skills programs in terms of employment outcomes, institution building, gender mainstreaming, and sustainability.
  • Experience in PNG or the Pacific.

Job Responsibilities

  • Oversee the overall technical assistance aspects of the project related to all outputs except the construction and supervision of infrastructure (Output 4).
  • Oversee and supervise the work of all TST consultants and establish concrete work plans, implementation schedules, and deliverables for each TST specialist, and ensure their inputs result into expected outputs in a timely manner.
  • Provide monthly reports of work plans and outputs of TST specialists.
  • Coordinate across relevant agencies (NSDA, DoE, NATTB), and development partners to ensure collaboration and coordination of project activities in the TVET sector.
  • Support PSC and PMU in the evaluation & monitoring of the project progress related to the technical inputs and assistance under component 1-3 and component 5.
  • Ensure the compliance of TST in all applicable government and ADB policies and regulations including compliance with loan covenants.
  • Ensure the mainstreaming of relevant issues such as GESI, climate change and disaster risk management, digitalization in all relevant project outputs.
  • Provide relevant inputs and deliverables related to strengthening governance of DHERST and TVET colleges working closely with key TST consultants and other relevant stakeholders.
  • Provide inputs and advice on policy work and assistance to DHERST related to project components.
  • Assist DoT and DHERST/PMU to assess the project progress, identify potential issues, and develop effective solutions to address the issues.
  • Provide strategic guidance to DHERST management team on the effectiveness of ongoing skills initiatives in PNG and best practices abroad by preparing briefing notes based on research and other knowledge products.
  • Support DHERST in building networks with knowledge partners, industries, and other training institutes in PNG and abroad, if needed, to further support the operation and development of TVET colleges as centres of excellence.
  • Inform all project activities with international best practice in relevant field of assignment.
  • Work in close collaboration and provide coaching/training support to counterpart expert without international exposure in respective field of assignment.
  • Oversight risk management of the project.
